About The Position

The Oregon Department of Human Services is seeking an advanced technical support professional for the Disability Determination Service (DDS), specifically within the Aging & People with Disabilities Program (APD). This role serves as the highest-level technical expert on network issues for the DDS, operating independently of external state or local IT teams. The incumbent will be responsible for managing and maintaining the local area network (LAN) and wide area network (WAN), including routers, switches, firewalls, file servers, and all associated software. The DDS computer system is unique as it is purchased by the Social Security Administration (SSA) and integrated into the federal network, isolated from state systems. This requires staff to possess a deep knowledge of the equipment and software, exercise independent decision-making, and adhere to SSA security and network protocols. The position involves troubleshooting complex systems to ensure the efficiency of services for those in need.

Requirements

  • Five (5) years of information systems experience in System integration and Development experience; OR
  • An Associate degree in computer science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND three (3) years of information systems experience in: System integration and Development experience; OR
  • A Bachelor degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in: System integration and Development experience.
  • Minimum four (4) years of IT Customer relations experience.
  • Minimum four (4) years of network infrastructure construction and monitoring.
  • Expert in Microsoft full suite including Word, Excel, Power Point, Access.
  • Must be HSPD-12 credentialed or undergo and pass the HSPD-12 background check process after a conditional offer is received.
  • Must complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States within three days of hire.
  • Must be authorized to work in the United States (verified through E-Verify).

Responsibilities

  • Act as the highest-level source of technical expertise on network issues within the Oregon DDS, operating independently.
  • Manage and maintain the integrity and function of the LAN and WAN, including routers, switches, firewalls, file servers, and all software.
  • Independently detect, analyze, and resolve problems that may threaten the integrity of the LAN or WAN.
  • Monitor performance of hardware and software, diagnose communication problems, and identify/implement solutions.
  • Communicate with the federal partner (SSA) to diagnose and resolve LAN/WAN performance problems caused by software issues.
  • Diagnose problems with desktop PCs, laptops, file servers, routers, switches, and repair hardware as needed or report to vendors.
  • Install, configure, upgrade, and solve problems with devices within the existing LAN/WAN environment.
  • Produce ad hoc reports on system performance for federal partners and other users.
  • Review and adjust devices and software on the LAN/WAN to deal with traffic or scheduling issues.
  • Maintain security and access through a firewall for production staff and external partners.
  • Recover or restart file servers as needed to deal with degrading performance and control space utilization on the network.
  • Monitor system performance and analyze problems with version compatibility.
  • Maintain security of operating systems for file servers and PCs.
  • Install new software and hardware, configuring or reconfiguring as needed to improve or maintain LAN/WAN performance.
  • Control inventory of devices and manage software versions for compatibility within the LAN/WAN.
  • Implement new hardware or software to improve DDS performance, maintaining compatibility with existing data and programs.
  • Evaluate software, modifying it as necessary to maintain compatibility and assure interfaces with external partners.
  • Evaluate hardware and negotiate with vendors to ensure hardware performance within the existing LAN/WAN environment.
  • Maintain documentation of software and participate in designing and modeling data prior to new construction.
  • Track resource utilization and project future utilization based on proposed business changes.
  • Evaluate changes to wiring standards and project performance loss or gain.
  • Evaluate new products and project the effects of integrating them into the existing LAN/WAN environment.
  • Analyze new technologies to determine feasibility of implementation within the existing LAN/WAN.
  • Conduct performance analysis of new products to determine effects on resource utilization and security.
  • Project data storage needs based on existing usage patterns and knowledge of future requirements.
