About The Position

MassDEP is seeking a detail-oriented and innovative individual skilled in IT project support and environmental compliance and enforcement data to join the Enterprise Information Office (EIO). This position will support MassDEP’s efforts to manage and support IT projects and data analysis/management that improve MassDEP’s ability to use data and IT systems in an effective manner to protect public and environmental health.

Requirements

  • At least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
  • An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.
  • A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.
  • A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.
  • Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.

Nice To Haves

  • Demonstrated experience with supporting applications in production including reporting/testing of user issues, assisting managers with prioritization determinations for IT resources to address application bugs/enhancements.
  • Experience supporting software development life cycle including documenting project scope, user stories, system documentation, user testing and implementation activities.
  • Experience in facilitating discussions with all levels of staff to document system business requirements and data reporting/analytics needs.
  • Experience with providing support and training to users of newly deployed and existing systems including creation of SOPs, training videos, and written training manuals.

Responsibilities

  • Collaborate with compliance and enforcement program data managers and staff to identify and prioritize bugs and enhancement opportunities for enterprise/program data systems including systems determined critical to compliance and enforcement ("C&E") efforts in the agency.
  • Provide training and support to bureau and program users of the systems including updating as needed the application users guides and other documents to assist staff in using applications.
  • Perform periodic QA/QC review of the data. Use results to inform the need for additional staff training, more documentation, or enhancements to systems and work with the bureau, program, and regional C&E coordinators to address data quality or data completeness issues.
  • Analyze data and produce reports as needed for EPA, MassDEP Senior Staff, or for public information requests.
  • Work with bureau Compliance and Enforcement coordinators to identify program needs and implement needed changes to Enforcement/Inspection/Correspondence activity types and details to support the reporting needs of the bureaus and MassDEP.
  • Administrator of the Enforcement Response Guidance including all associated documents and policies including facilitation of communication with MassDEP enforcement leads and OGC to make sure the Enforcement Response Guidance (ERG) contains current policy changes or additions as needed.
  • Coordinate needed revisions to C&E Definitions document to reflect changes in bureau enforcement policy and C&E Tracker.
  • Review Enforcement Response Guidance and internal policy changes for any potential impacts enterprise/program application to coordinate adjusting/modifying as necessary to support agency.
  • Assist in projects to replace legacy applications by investigating and documenting gaps and overlap between legacy systems and current MassDEP Compliance and Enforcement data tracking.
  • Assist with investigating ways to support intra-agency coordination, oversight, and decision-making regarding enforcement policy and how changes impact enforcement and compliance data systems and how best to communicate those data system changes to staff and EEA IT.
  • Participate as needed in MassDEP’s Environmental Justice initiatives by investigating and sharing opinions on how C&E systems to help facilitate/implement the EJ goals of the Department and how proposals may impact those same systems.
  • Participate in internal and external meetings, training, and coordination with headquarters and other regional offices.
