About The Position

The Indicator 14 Survey Coordinator leads the statewide preparation, administration, monitoring, and reporting activities related to IDEA Part B Indicator 14 post-school outcomes data. This position supports accurate, representative, and timely data collection using a census model and works with TDOE, ASRL, LEAs, regional partners, and others as appropriate to ensure high-quality post-school outcomes. The Coordinator manages survey operations, leaver contact verification, outreach procedures, response monitoring, data quality checks, and LEA support. During transition years, the Coordinator also supports continuity between prior and future data collection cycles, including preparation of leaver files, review of existing procedures, and coordination with TDOE regarding contractor transition responsibilities.

Strong data management, organization, and analysis skills.
Knowledge of IDEA Part B Indicator 14 requirements or post-school outcomes data systems.
Bachelor's degree in special education or related field (e.g., human services, social work, rehabilitative health sciences, elementary or secondary education, psychology).
Experience with survey design, administration, and large-scale data collection.
Experience managing confidential student-level or participant-level data.
Experience working with K–12 systems, LEAs, state education agencies, or state-level education initiatives.

Responsibilities

Lead statewide planning and implementation of Part B Indicator 14 survey activities.
Develop and maintain the annual Indicator 14 data collection calendar aligned with TDOE timelines, federal reporting requirements, APR deadlines, and cohort-specific data collection windows.
Coordinate survey administration using secure platforms such as Qualtrics or other TDOE-approved systems.
Manage response tracking, reminder schedules, completion monitoring, and closeout procedures.
Develop and maintain survey procedures, phone scripts, email templates, reminder messages, outreach logs, and implementation checklists.
Ensure data collection is timed so that at least one year has passed since students exited school.
Coordinate with TDOW, LEAs, and ASRL to identify the appropriate leaver cohort for each Federal Fiscal Year.
Support development and verification of leaver files for youth who had an IEP in effect at the time they left school.
Work with LEAs to collect and verify student, family, and alternate contact information.
Support prospective collection of contact information for students expected to exit in future school years.
Monitor missing, incomplete, duplicate, or outdated contact information and coordinate follow-up with LEAs.
Communicate with and distribute survey materials to LEAs.
Coordinate statewide outreach efforts to maximize response rates and reduce nonresponse bias.
Supervise or coordinate regional implementation partners who support local outreach and data collection efforts.
Monitor response rates by LEA, region, exit category, and student subgroup where appropriate.
Identify low response LEAs or underrepresented groups and coordinate targeted follow-up.
Provide technical assistance to LEAs on contact verification, outreach strategies, and participation improvement.
Maintain documentation of outreach attempts, LEA support, and response-rate improvement activities.
Collaborate with ASRL to establish and implement data governance procedures, including secure data transfer, role-based access, confidentiality protocols, data storage, data dictionaries, and documentation standards.
Monitor real-time response data, participation rates, survey completion trends, and data quality indicators.
Support data validation procedures, including duplicate checks, missing-data reviews, logic checks, and resolution of inconsistent responses.
Collaborate with ASRL on data cleaning, analysis, outcome classification, representativeness analysis, and nonresponse bias review.
Support development of LEA-level and statewide post-school outcomes reports.
Contribute to trend analysis, subgroup reporting, dashboards, and APR-ready data summaries.
Maintain audit-ready documentation of survey procedures, data collection activities, data quality checks, and reporting decisions.
Coordinate with TDOE, the Project Director, Project Manager, ASRL, Training and Technical Assistance Specialist, Regional LEA Leads, LEAs, and other partners as needed.
During transition years, coordinate with TDOE regarding prior contractor responsibilities and ensure ETSU activities do not duplicate work assigned to another contractor.
Review prior survey tools, procedures, response-rate strategies, and reporting templates to support continuity across contract years.
Use survey results, response-rate data, LEA feedback, and data-quality findings to recommend improvements for future Indicator 14 cycles.
Provide input into training and technical assistance priorities based on recurring data quality or participation issues.
