About The Position

The Indicator 13 Review Coordinator is responsible for leading statewide implementation of monitoring activities related to IDEA Part B Indicator 13. This position oversees the review of transition-focused Individualized Education Programs (IEPs), manages the LEA Reviewer Network, ensures reviewer certification and calibration, monitors inter-rater reliability, and maintains fidelity of implementation across the statewide review process. The coordinator ensures that Indicator 13 data are accurate, reliable, defensible, audit-ready, and aligned with federal and state compliance criteria. The position supports Tennessee’s APR reporting, local determinations process, correction verification requirements, LEA findings reports, and statewide improvement planning. The coordinator works closely with the Project Director, Project Manager, TDOE, ASRL Data & Evaluation staff, the Training and Technical Assistance Specialist, Regional LEA Leads, and LEA Transition Reviewers. This is a temporary employment opportunity.

Requirements

  • Knowledge of IDEA Part B secondary transition requirements and Indicator 13 compliance criteria.
  • Strong data analysis, problem-solving, documentation, and quality assurance skills.
  • Ability to interpret compliance findings and translate results into actionable improvement recommendations.
  • Demonstrated ability to coordinate large-scale review processes, manage multiple timelines, and support distributed teams.
  • Bachelor's degree in special education or related field (e.g., human services, social work, rehabilitative health sciences, elementary or secondary education, psychology).
  • Demonstrated expertise in special education compliance and transition-focused IEP development.
  • Experience with Indicator 13 monitoring systems, IEP compliance reviews, or similar large-scale compliance monitoring frameworks.
  • Experience with TN PULSE or comparable IEP data systems.
  • Experience using, applying, or training others on NTACT-C Indicator 13 checklist or a comparable transition compliance review tool.
  • Experience within staff supervision, reviewer training, professional development, or large-scale project coordination.
  • Experience handling confidential student-level data and maintaining secure documentation.

  • Experience working with state education agencies, local education agencies, or statewide special education monitoring systems.

Responsibilities

  • Lead statewide implementation of Indicator 13 file reviews, including planning, scheduling, and assignment of reviews.
  • Develop and maintain annual indicator 13 review calendar aligned with TDOE timelines, APR reporting, local determinations, findings issuance, and correction verification requirements.
  • Support development and implementation of file selection, sampling, or review assignment procedures as approved by TDOE.
  • Ensure all reviews are conducted using approved federal and state compliance criteria (e.g., NTACT:C checklist, TDOE-approved review tools).
  • Maintain review protocols, scoring guidance, decision rules, reviewer manuals, confidentiality expectations, and documentation procedures.
  • Develop, coordinate, and manage the statewide LEA Reviewer Network to ensure sufficient review capacity.
  • Recruit, orient, and support LEA Transition Reviewers and Regional LEA Leads in collaboration with the Project Manager and the Training and Technical Assistance Specialist.
  • Assign reviews in a manner that supports objectivity, cross-district review, workload balance, and timely completion.
  • Monitor reviewer participation, workload, completion rates, scoring patterns, and implementation fidelity.
  • Maintain reviewer rosters, certification records, calibration records, confidentiality agreements, and participation documentation.
  • Oversee reviewer certification and calibration processes prior to official review assignments.
  • Ensure reviewers meet the minimum inter-rater reliability threshold (≥80%) before conducting official reviews.
  • Coordinate guided scoring practice, consensus review activities, double-coding, discrepancy resolution, and ongoing calibration sessions.
  • Monitor inter-rater reliability throughout the review cycle using reliability checks, scoring trend analysis, and double review of a representative subset of files.
  • Provide or coordinate targeted retraining and recalibration for reviewers who do not maintain reliability expectations.
  • Document all reliability procedures, scoring discrepancies, corrective actions, and reviewer retraining.
  • Collaborate with ASRL Data & Evaluation staff to establish and maintain Indicator 13 data collection systems, reviewer assignment trackers, data entry procedures, validation rules, and reporting exports.
  • Monitor and review data for completeness, accuracy, missing fields, scoring inconsistencies, unusual scoring patterns, and documentation gaps.
  • Support data-quality checks, including scoring validation, logic testing, source-file reconciliation, duplicate screening when applicable, and audit-ready documentation.
  • Ensure Indicator 13 data are maintained securely and in accordance with confidentiality and student data privacy requirements.
  • Participate in quality assurance reviews of Indicator 13 data files, LEA summaries, dashboards, findings reports, and statewide reports.
  • Coordinate development of LEA Indicator 13 findings reports, including overall compliance findings, item-level compliance summaries, required corrective actions, and corrective timelines.
  • Coordinate Prong 1 (child-specific correction review) and Prong 2 (systemic verification review processes).
  • Maintain correction verification trackers and monitor timely completion of required correction activities.
  • Prepare summaries of correction status, unresolved findings, recurring areas of noncompliance and systemic implementation concerns.
  • Support preparation of TDOE-ready reporting products, including statewide compliance summaries, LEA-level summaries, component-level analysis, correction verification updates, and data files for APR/local determinations.
  • Analyze Indicator 13 review results to identify statewide, regional, and LEA-level trends.
  • Provide findings and trend data to the Training and Technical Assistance Specialist to inform universal, targeted, and intensive supports.
  • Participate in development of training content related to Indicator 13 compliance criteria, scoring guidance, common errors, correction of noncompliance, and documentation expectations.
  • Support LEAs in understanding findings, correction requirements, and evidence needed to demonstrate compliance.
  • Use review findings, reliability data, correction timelines, and stakeholder feedback to recommend improvements to review protocols, training materials, reviewer supports, and data collection procedures.
