About The Position

The Hearing Officer conducts local hearings upon request by applicants or recipients and Administrative Disqualification Hearings for the Program Integrity Unit. The position is responsible for scheduling hearings, maintaining the Hearing and Appeals system, coordinating State hearings held within the Agency, and rendering written decisions supported by applicable federal and state policies and procedures. This role also supports quality assurance, training initiatives, and program integrity activities.

Requirements

  • Associate’s degree in human services technology, social services associate, paralegal technology, criminal justice, business administration, secretarial science, or closely related curriculum and two years of experience as an Income Maintenance Caseworker or Investigator; or graduation from high school and three years of experience as an Income Maintenance Caseworker or Income Maintenance Investigator.
  • Multiple Program Knowledge (FEI, Medicaid, LIEAP, Child Care, Work First, CIP, ADH).
  • Effective time management skills.

Responsibilities

  • Conduct local hearings requested by applicants or recipients in accordance with federal and state regulations.
  • Conduct Administrative Disqualification Hearings for the Program Integrity Unit.
  • Schedule hearings, notify involved parties, and ensure procedural compliance.
  • Render clear, well-documented written decisions supported by federal and state policy and procedures within required timeframes.
  • Maintain and manage the Hearing and Appeals system and related records.
  • Coordinate State hearings.
  • Assist with and/or conduct quality assurance reviews across various program areas.
  • Provide and assist with training.
  • Support Program Integrity activities as assigned.
  • Ensure a high level of customer service and professionalism when interacting with applicants, recipients, and staff.
  • Must be able to assess problems, coordinate resolutions, be able to handle a high volume of work, and meet frequent deadlines.
  • Must be able to communicate effectively with professional and administrative personnel.
  • Must have the ability to exercise good judgment and discretion in applying and interpreting policies and procedures.
  • Ability to answer inquiries independently and coordinate a variety of resources in acquiring information.
  • Ability to record, compile, summarize, and analyze narrative and numerical materials.
  • Ability to plan, prioritize, organize, and review administrative and program workflow and procedures.
  • Ability to communicate effectively both orally and in writing.
  • Ability to write clear, accurate correspondence and reports using correct grammar and program terminology.
