About The Position

The Wetland and Stream Replacement Fund (Program) was conceived by the Virginia General Assembly as a state-administered in-lieu fee mechanism for compensatory mitigation for impacts to aquatic resources. The Program will be operated by DEQ as a public service to complement the Commonwealth’s mitigation banking industry and existing in-lieu fee programs. The purpose of this position is to coordinate the day-to-day actions of the Program. The Coordinator is responsible for ensuring that all Program requirements are met related to determining eligibility for credit sales, tracking wetland and stream mitigation credit sales, developing annual reports, coordinating with procurement staff to issue Requests for Proposals (RFPs) for purchasing other third-party mitigation credits and/or procuring mitigation sites in compliance with Federal and state law and regulation, the Program Instrument, guidance, policies, and procedures. This is a restricted position. Continued employment is contingent on the availability of grant or non-general funds. This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Requirements

  • Demonstrated knowledge, skills, and abilities in project management and workflow/business process management.
  • Demonstrated ability to plan, schedule, and manage program functions.
  • Demonstrated experience in budget management/administration.
  • Demonstrated excellent verbal and written communication skills in a complex and technical environment.
  • Experience with personal computers, automated databases, and Microsoft Office Suite software.
  • Ability to evaluate credit sale eligibility, and coordinate with appropriate permit program staff.
  • Ability to develop and evaluate Requests for Proposal (RFPs) for mitigation proposals.
  • Must be detail and process oriented, and highly organized.
  • A valid driver's license is required.

Nice To Haves

  • Knowledge of state procurement processes beneficial.
  • Experience with water permit programs beneficial.
  • Knowledge of state and federal water and wetlands laws and regulations, public participation processes, and demonstrated ability to develop, evaluate, and apply complex policies, guidelines, and regulations beneficial.
  • Knowledge of project management software beneficial.

Responsibilities

  • Coordinates the Program and is the state contact for the Program’s in-lieu fee credit sale inquiries and transactions, and requests for proposal related to satisfying the Program’s credit liabilities.
  • Assists in development of Program guidance, policies and procedures for staff and external partners.
  • Maintains credit ledgers in accordance with Program Instrument.
  • Prepares annual reports and other Program deliverables for internal review and submittal to the U.S. Army Corps of Engineers (USACE).
  • Assists in representing the Program to the USACE Interagency Review Team (IRT).
  • Coordinates with procurement staff to issue Requests for Proposals (RFPs) for purchasing other third-party mitigation credits and/or procuring mitigation sites in compliance with Federal and state law and regulation, the Program Instrument, guidance, policies, and procedures.
  • Ensures that project proposals are complete and coordinates with technical staff for project review.
  • Finalizes evaluation of proposals in accordance with federal and state law, regulations, and Program Instrument.
  • Responsible for Program data management, stakeholder communications, and coordinates day to day operation of contracts.
  • Communicates with other DEQ staff on legal, financial, and procurement activities and issues.
  • Provides internal and external training and information on the Program to agency staff, external partners, stakeholders, and the public.
  • Maintains and updates Program websites, as needed.
  • May be asked to perform other tasks within the business unit, as assigned.
