About The Position

Under the direction of the ICT Manager, the Supervisor, Project Management supervises a team of Project Managers and Business Analysts involved in the ICT project management lifecycles. This role is responsible for developing and leading the implementation of projects to support strategic County initiatives, determining user requirements, leading application design, planning projects, establishing priorities, and monitoring progress. The Supervisor acts as a resource to the team, assists with the design and management of County websites, and maintains a current-state for all projects and a 1-3 year implementation roadmap. They also participate in the preparation of ICT budgets and forecasts, monitor vendor agreements for meeting SLAs, and lead the team in developing and implementing effective processes, standards, best practices, policies, and procedures. This position serves as a single point of contact for reporting and escalations on department issues and progress on critical projects, and collaborates with business stakeholders to define project priorities, scope, resources, and timelines. The role also involves expanding job knowledge through continuous learning and performing other duties as assigned.

Requirements

  • Bachelor's degree in Computer Science, Software Engineering, Computer Engineering, Information Systems or a related field.
  • Six (6) or more years of progressively responsible IT and business systems supervisory and technical experience in the field of applications support and software development.
  • Four (4) years experience supervising projects and/or people.
  • Strong knowledge and experience with IT project management and the Software Development Life Cycle.
  • Willing to obtain and maintain a Project Management Professional (PMP) certification.
  • Experience with the design, development, implementation, testing, debugging and maintenance of on premise and cloud based applications.
  • Experience with web site development and support services.
  • Configuring file transmission and job scheduler tasks.
  • Experience with ERP and related financial systems.
  • Experience with reporting software.
  • Experience developing system interfaces.
  • Ability to assess and estimate costs associated with software development and implementing on premise or software as a service applications.
  • Ability to establish and maintain effective policies and procedures regarding the operation of the department.
  • Ability to prepare and manage budgets.
  • Ability to organize, prioritize, and schedule work assignments for multiple service requests from a broad constituent base including service desk requests, projects, outages, incidents, etc.
  • Ability to manage third party agreements with vendors.
  • Self-motivated, goal oriented, well organized, and performs effectively under pressure.

Responsibilities

  • Supervises a team of Project Managers and Business Analysts, including work planning and delegation, process improvement, problem resolution, career mentoring, leadership guidance and performance management.
  • Provides problem resolution assistance by monitoring queues, assigning tickets, and serving as senior technical resource.
  • Coordinates daily operations and work activities for the team to deliver projects on time, on budget and with quality.
  • Provides immediate supervision, monitors proactive and reactive workflow, and assigns tasks, goals and objectives.
  • Responsible for developing and leading the implementation of projects to support strategic County initiatives.
  • Determines user requirements, leads application design, plans projects, establishes priorities and monitors progress.
  • Acts as a resource to the team in helping team members provide solutions and resolve issues.
  • Acts as a lead Project Manager for major ICT projects.
  • Establish working partnerships with ICT teams and external partners to coordinate problem resolution for application and software related issues.
  • Participates in hiring, termination, performance and salary reviews.
  • Assisting with the design and management for County web sites.
  • Maintain a current-state for all projects and 1-3 year implementation roadmap for all projects and resource allocations.
  • Participate in the preparation of ICT budgets and forecasts.
  • Monitor vendor agreements for meeting SLAs.
  • Leading the team in developing and implementing effective processes, standards, best practices, policies, procedures, and innovative/cost effective solutions.
  • Acts as a single point of contact for reporting and escalations on department issues, activities, and progress on critical projects.
  • Collaborating with business stakeholders and management to define priorities, scope, resources, and timeframe of projects to meet evolving business needs.
  • Expand job knowledge by attending seminars, performing research, vendor training, and collaboration with outside experts.
  • Performs other duties as assigned.
