About The Position

The Human Services Specialist II-ECEAP (Social-Emotional) Coordinator performs professional work in planning, developing, coordinating, implementing, and evaluating human services programs. For ECEAP, the position collaborates with, coordinates, provides technical assistance to, and monitors subcontractors—including school districts, tribes, licensed child care centers, and nonprofit agencies—that provide direct services to eligible children and families. The coordinator develops and implements an early learning social-emotional model to increase the capacity of ECEAP staff and services, and provides training, technical assistance, and coaching related to behavioral health for enrolled children. The role includes coordinating complex program planning and development; conducting needs assessments; preparing program plans, budgets, and contract documents; managing data collection and reporting; negotiating and monitoring contracts; evaluating subcontractor performance; and supporting compliance and quality assurance. The position also supports funding applications, advisory boards, community groups, and community education and training. Work is performed with limited supervision and reviewed through meetings, reports, and results. The work is primarily in a usual office environment, with travel to locations throughout the county for community meetings and program coordination. Evening, weekend, and holiday work may be required as necessary. Site visits to client residences may also be required, including inspections of work in crawl spaces and attics. Applicants must submit an electronic application through Snohomish County’s NeoGov site by the posting’s closing deadline. A resume and cover letter are required. Offers are contingent on successful reference and background checks. The county does not sponsor employment visas, and hired employees must verify identity and eligibility to work in the United States. A valid Washington State driver’s license, unrestricted except as to vision, is required before appointment.
