About The Position

The Division of Child and Family Health (DCFH) is nested under the Office of Family Health Services (OFHS) and is responsible for administrating multiple maternal and child health funding streams and program implementation. DCFH is committed to protecting and promoting the health and well-being of Virginia women, infants, children, youth and families. Major DCFH funding streams include, but are not limited to, Maternal Child Health (MCH) Title V, Title X and Maternal, Infant and Early Childhood Home Visiting (MIECHV) grants. DCFH administers over 75 programs and contracts across multiple statewide systems of services, including programs administered in local health districts, with community collaborators and coalitions, and partnerships with other state and national organizations. The DCFH is a very cohesive team and relies on each other to share best practices and ideas, assist in each other's work and provide positive and nurturing professional environment. The Human Services Program Supervisor supports the delivery of Newborn Screening program services agency wide by formal supervision of multiple staff Program Specialists and administrative personnel. Characteristic duties: setting priorities and performance standards for staff, training subordinates and monitoring overall program performance for quality based on goals and objectives, managing grants, analyzing legislative or other regulatory impact on service delivery. May serve as liaison for the program to outside interests and may perform some direct technical service functions as necessary to meet customer demand. A comprehensive knowledge of the program, considerable understanding of supervisory principles and project management and clear communication skills are necessary.

Requirements

  • Considerable knowledge of public health, particularly large scale, complex public health initiatives, federal/state laws, regulations and polices related to such.
  • Experience in organization behavior: skills in team building, direct supervision, training, managing and evaluation of staff, and conflict management.
  • Program Development: developing goals/objectives, priority setting, evaluation, and long range strategic planning.
  • Grant writing: experience with federal/state/community based grant writing, submission, reporting and implementation.
  • Budget monitoring.
  • Collaboration: understanding of community resources, coalition and relationship building.
  • Policy Development: experience in policy writing and legislative processes.
  • Public speaking: ability to provider oral summations and presentations to multiple types of stakeholders.

  • Experience in medical field to provide and assist in direction and consultation with medical community.
