This is a temporary position located at 1915 Health Services Way Raleigh, NC 27607- Wake County, with Department of Health and Human Services. The primary purpose of this position is to support the Opioid Treatment Program (OTP) initiative under the Rural Health Transformation Program (RHTP). RHTP is a five-year federal grant awarded by the Centers for Medicare and Medicaid Services (CMS) to improve healthcare access, quality, and outcomes in rural communities. The RHTP OTP Lead position is funded under the Rural Health Transformation Program (RHTP) and provides statewide leadership, consultation, and implementation support to expand Medications for Opioid Use Disorder (MOUD) access across rural North Carolina. This includes supporting Opioid Treatment Programs (OTPs) in partnering with Federally Qualified Health Centers (FQHCs), Community Health Centers, and rural provider networks to extend access to OTP services throughout the state. This role is central to implementing RHTP-supported MOUD initiatives, with responsibilities that include system planning, provider technical assistance, regulatory coordination, and support for rural MOUD access expansion, including satellite OTP units and mobile services. The position partners with internal teams, providers, LME/MCOs, and other stakeholders to support program implementation, ensure alignment with state and federal requirements, and promote high-quality, accessible OTP services. The role is responsible for monitoring program performance, building stakeholder buy-in, identifying implementation challenges, supporting solution development, and contributing to the overall success and sustainability of OTPs within the broader healthcare continuum. Position requires ability to travel across rural NC and occasionally statewide.
