About The Position

Provides leadership and oversight of the Child, Family, & Adults Division’s programs and ensures the consistent, successful delivery of services to the citizens of Garfield County. This position is responsible for leading, managing, and developing the strategic direction for assigned program areas. This includes ensuring that all programs deliver quality and efficient services, allocate resources consistently, and provide a high level of service to vulnerable populations. This position provides direct supervision over assigned program managers.

Requirements

  • Bachelor’s degree in a related Human Services field
  • Five years of progressively responsible experience in Human Services, which should include management of similar programs, budgets, and teams.
  • Valid Driver’s License
  • Ability to use a keyboard, mouse, and office equipment, demonstrating fine motor skills for typing, clicking, and manipulating documents.
  • Clear vision for reading printed and on-screen materials, including text, graphics, and data, and for viewing computer monitors for extended periods.
  • Adequate hearing to engage in conversations, respond to telephone calls, and interact with colleagues in a typical office environment.
  • Maintain the ability to maintain focus, productivity, and attention to detail while working at a desk for standard office hours.
  • Proficient in communication, and able to communicate using the English language, including written, verbal, or other communication channels as required by the position.
  • Knowledgeable and proficient in leadership practices, and works to manage conflict, ensure accountability, and make sound decisions.
  • Computer and relevant software applications, spreadsheets, calendars, and word processing.
  • Will also work with calculators, telephone systems, and mobile phones.
  • Statewide client information system (TRAILS).
  • Pre-employment background check which will include a Criminal Background Check, Education Verification, Employment Verification, and Motor Vehicle Record.

Responsibilities

  • Provides leadership and direct supervision on a day-to-day basis to assigned teams.
  • Acts as a leader in the Department modeling the vision of the department, working to increase the quality of life in the community by taking a proactive and innovative leadership role, while supporting the Human Services Director in accomplishing the Department’s strategic vision.
  • Collaborates across divisions to support staff workflow, with an eye on quality improvement.
  • Maintains compliance with policies, procedures, and standards as set by federal, state or local regulations.
  • Provides guidance and keeps staff informed of current relevant laws, regulations, and issues.
  • Executes supervisory responsibilities with fairness and accountability.
  • Strives to manage and resolve conflicts and works with teams and staff to meet goals and expectations.
  • Encourages training and development, actively coaching and developing teams and staff.
  • Responsible for managing program area funding sources and budgets.
  • Allocates resources according to set strategic plan and adjusts expenditures and revenues as required.
  • Monitors budget performance for all assigned program areas assuring resources are obtained and used efficiently.
  • Works to develop funding sources for program areas by participating in grant processes.
  • Manages contracts and provides on-going monitoring of contract details.
  • Confirms the contractor is performing the duties and obligations in accordance with the terms of the contract.
  • Identify and address any developing problems or issues.
  • Supports the Director in overall financial accountability and program costing analysis.
  • Responsible for special projects as assigned and reporting as required to the State and the BOCC.
  • Actively develops and maintains relationships and networks with outside community resources, service providers and other counties, with the goal of enhancing citizen services.
  • Stays current on issues, welfare reform, and regulations regarding mandated and additional services.
  • Often interacts with State agency, Boards, Courts, committees, citizens’ groups, contractors, vendors and other agencies and organizations.
