About The Position

The City of Davis is seeking a Human Resources Technician to support its HR team, which serves over 380 full-time employees and several hundred temporary, part-time employees. The ideal candidate will possess strong customer service and data entry skills, with a preference for experience in public sector recruiting. This role involves performing a variety of paraprofessional, technical, and administrative support functions within the Human Resources Department, including assisting with recruitment, salary administration, benefits programs, employee orientation, and maintaining HR information systems. The position is flexibly staffed, with a Human Resources Technician I serving as an entry-level role and a Human Resources Technician II as a journey-level role, requiring progression based on performance and demonstrated skills.

Requirements

  • Equivalent to completion of the twelfth (12th) grade.
  • One (1) year of increasingly responsible experience providing technical support to a human resources, risk management program, or related customer service or administrative support position (for HR Technician I).
  • Two (2) years of experience providing technical support to a human resources or risk management program (for HR Technician II).
  • Knowledge of basic principles and practices of public sector human resources and risk management functions.
  • Knowledge of basic benefit program principles and practices, including claims processing, benefits reporting, and insurance/benefit plan recordkeeping.
  • Knowledge of standard employee benefit plans, coverages, and insurance recordkeeping requirements.
  • Knowledge of methods and techniques of conducting initial screening on candidate applications.
  • Knowledge of methods and techniques of conducting employee orientation sessions.
  • Knowledge of policies, procedures, practices, and methods related to Workers’ Compensation and liability claim processing and administration.
  • Knowledge of City personnel rules, policies, and labor contract provisions.
  • Knowledge of operations and requirements of the City’s Human Resources Information Systems, risk management systems, applicant tracking, and other related systems.
  • Knowledge of applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned areas of responsibility.
  • Knowledge of principles and practices of record keeping.
  • Knowledge of business arithmetic and basic statistical techniques.
  • Knowledge of techniques for providing a high level of customer service.
  • Knowledge of the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Knowledge of modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • Ability to provide technical and administrative support to the City’s human resources and risk management systems and programs.
  • Ability to review human resources documents for completeness and accuracy.
  • Ability to assist in multiple tasks within the recruitment, testing, and selection processes.
  • Ability to review and reconcile employee benefit records.
  • Ability to perform detailed human resources office support work accurately.
  • Ability to review and coordinate the processing of workers compensation claims.
  • Ability to respond to and effectively prioritize multiple phone calls and other requests for service.
  • Ability to understand and apply a wide variety of human resources and risk management regulations, policies, and procedures.
  • Ability to maintain confidentiality of sensitive personal information.
  • Ability to establish and maintain a variety of filing, record-keeping, and tracking systems.
  • Ability to understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.

Responsibilities

  • Assist with the recruitment, testing, and selection of staff, including preparing advertisements, coordinating recruitment processes, and scheduling interviews.
  • Proctor examinations, construct rating notebooks, and prepare correspondence for raters and candidates.
  • Coordinate background check processes and update applicant clearance logs.
  • Utilize the applicant tracking system to answer questions regarding open positions, application procedures, and basic salary administration.
  • Process personnel change forms for terminations, resignations, promotions, retirements, and other employee status changes.
  • Perform administrative work related to employee benefits programs, including retirement, disability, medical, life, dental, vision, employee assistance program, Worker’s Compensation, and leave of absence programs.
  • Enter benefit enrollments and changes into related databases.
  • Conduct and coordinate orientations for newly hired employees and answer questions regarding benefits.
  • Process employee exits, including COBRA paperwork.
  • Respond to employee and retiree questions and complaints, and interface with insurance providers.
  • Track and monitor employee benefits, including during periods of disability leave.
  • Schedule and coordinate meetings and webinars for Deferred Compensation programs.
  • Participate in special human resources projects and programs, such as the City’s Volunteer Program, Health/Benefits Fair, and training programs.
  • Maintain HR pages of the Intranet and City Public Website, and applicable HR Social Media.
  • Administer the Workers’ Compensation claims management program, process insurance claims, and monitor accepted claims.
  • Administer the liability claims program, process claims, and coordinate with claims handlers.
  • Assist in responding to surveys and completing various reporting requirements.
  • Assist in the administration of safety policies, general employment policies, and labor relations activities.
  • Oversee programs such as the Department of Motor Vehicle (DMV) Pull Notice Program and random drug testing programs.
  • Receive and screen visitors, telephone calls, and emails, providing a high level of customer service.
  • Provide general administrative support, including preparing correspondence, performing data entry, and maintaining schedules and records.
  • Establish and maintain employee personnel and benefits files and volunteer files.
  • Perform other related duties as assigned.
