About The Position

The mission of Louisiana Economic Development is to cultivate jobs and economic opportunity for the people of Louisiana. We’re looking for an experienced HR professional to help lead key human resources operations that support employees and agency leadership. This role is ideal for someone who enjoys solving problems, improving processes, and creating a positive employee experience while ensuring compliance and operational excellence.

Requirements

  • Six years of human resources experience; OR Six years of full-time experience in any field plus three years of human resources experience; OR A bachelor’s degree plus three years of human resources experience; OR An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Responsibilities

  • Oversee employee benefits, leave administration, and workers’ compensation programs.
  • Ensure HR and payroll transactions are processed accurately and in compliance with policies.
  • Manage payroll and personnel processes within the agency’s HR systems.
  • Review reports, maintain records, and support compliance and workforce reporting activities.
  • Coordinate recruitment, hiring, onboarding, and employee relations activities.
  • Provide guidance to supervisors and employees on workplace policies and HR procedures.
  • Supervise and support HR staff through coaching, training, and performance management.
  • Monitor HR workflows and help improve processes, consistency, and service delivery.
  • Coordinate workplace safety initiatives and support risk management activities.
  • Oversee performance management processes and ensure timely completion of evaluations.
