About The Position

This vacancy is for a GS-0201-12, Human Resources Specialist located in the Department of Homeland Security, U.S. Coast Guard, OPERATING LOCATION-CIV HR RESOURCE OPS NE -CG-1C3NE -BALTIMORE MD in BALTIMORE, Maryland. You will serve as a/an Human Resources Specialist and be responsible for technical support to field representatives, employees, management officials, or the public when needed. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Provides management advice and assistance in position management, position classification, and related pay administration matters. Makes recommendations to senior specialists on operating policy, changes and actions needed to meet realities in the field. Complies with staffing principles that are applicable to issues, such as the accuracy of the positions classification, FLSA, competitive levels, compensation and classification appeals. Providing consultative advice to agency leadership and managers on complex merit promotion, Delegated Examining (DE), and non-competitive hiring flexibilities (e.g., VRA, Schedule A, Direct Hire Authority). Uses collaborative consulting and conflict resolution to align diverse hiring managers, defend regulatory boundaries, and author standardized technical frameworks. Requirements

  • To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector.
  • Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
  • Examples of specialized experience include performing the following types of tasks on a regular basis: Providing expert advice to managers on complex staffing, recruitment, position management, performance management, or compensation issues.
  • Interpreting and applying federal HR laws, regulations, and policies to solve difficult workplace problems.
  • Using qualitative and quantitative methods to review HR data, identify trends, and make recommendations to leaders.
  • Working with internal and external partners to launch and manage human resources programs.
  • Providing comprehensive human resources advisory services in multiple HR functional areas.
