About The Position

The University Student Union (USU), as the heart of campus, aims to uplift and empower students by providing leadership development, meaningful employment, and innovative programs, services, and facilities. It promotes equity, inclusion, well-being, and social justice advocacy. The USU operates a University Student Union and a 138,000 square foot Student Recreation Center (SRC) focused on health and wellness. California State University, Northridge (CSUN) is a large, urban, comprehensive university with award-winning programs, a significant economic impact, and a diverse student body. This position, under the guidance of the Manager, Human Resources, will perform a variety of administrative, technical, and analytical duties related to the USU's staff employment program, including regular, temporary, and temporary emergency employees. The role also involves supervising a part-time student assistant.

Requirements

  • Equivalent to graduation from a four-year college or university with a bachelor’s degree in an applicable field.
  • Equivalent to a minimum of two years professional-level human resources experience in a position which demonstrates the candidate has the ability to perform the duties of the position.
  • Demonstrated ability to work independently and use initiative and judgment in analyzing information and determining a course of action within the specifications of established guidelines.
  • Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.
  • Ability to work with confidential and sensitive information.
  • Thorough knowledge of general human resources recruitment and onboarding practices.
  • Basic knowledge of HRMS, applicant tracking systems, and other technology used to administer HR programs.
  • Basic knowledge of the methods and techniques for conducting research, analyzing information, identifying best practices, and developing recommendations.
  • Ability to learn, interpret and apply a wide variety of laws, regulations, policies and procedures.
  • Knowledge of basic methods and procedures for research and statistical analysis and the ability to apply them.
  • Ability to analyze data and make recommendations.
  • Ability to organize and plan work and projects including handling multiple priorities.
  • Ability to make independent decisions and exercise sound judgment.
  • Ability to compile, write and present information in one-on-one and group settings.
  • Ability to conduct independent research and analysis of human resources topics and practices and develop sound recommendations.
  • Ability to evaluate existing HR policy and procedure, identify opportunities for improvement, and assist in developing and implementing effective solutions.
  • Demonstrated ability to establish and maintain effective working relationships within and outside the organization and serve as a liaison for the Human Resources Department and the University Student Union.
  • Working knowledge of Microsoft Windows applications including Word, Excel, Outlook and PowerPoint.

Responsibilities

  • Review, analyze, develop, and administer employment and recruitment practices and procedures for the USU's staff employment program.
  • Oversee, plan, and coordinate the full recruitment and hiring cycle for all staff employee positions.
  • Provide direction, assistance, and guidance to supervisors and staff employees on employment and recruitment functions, including job descriptions, position classifications, salary recommendations, applicant evaluation, interviews, and international staff employment policies.
  • Verify eligibility to work in the United States.
  • Manage the performance management process and conduct performance reviews.
  • Oversee voluntary separations.
  • Conduct and approve online background checks and reference checks, alerting the Manager of any hiring concerns.
  • Extend job offers, schedule and conduct new hire onboarding and sign-in meetings.
  • Enter and update new hire and rehire information in the Human Resources Management System (HRMS), including personnel information, salary changes, supervisor changes, terminations, evaluation ratings, reclassifications, merit increases, dependent information, benefit deduction codes, 403b deductions and loans, PTO accruals, and tax withholdings.
  • Train and supervise one part-time student assistant employee, monitor performance, generate performance evaluations, and administer disciplinary action as needed.
  • Provide benefit and enrollment information to eligible employees, serving as a lead to benefit carriers and the USU benefits broker for health, dental, vision, long-term disability, life insurance, accidental death and dismemberment, and tax-sheltered and pension plans.
  • Oversee the COBRA benefit program.
  • Conduct individual benefit orientation sessions, prepare necessary documents for coverage implementation, and enroll employees.
  • Plan and coordinate annual open enrollment benefits meetings, provide new information and paperwork, and collect and process annual open enrollment paperwork.
  • Develop and maintain onboarding materials, guides, checklists, presentations, and other resources for employees and supervisors.
  • Coordinate and conduct exit interviews to gather feedback, document findings, and communicate pertinent information to HR leadership.
  • Conduct research, provide analysis, and make recommendations on HR topics such as onboarding, employee engagement, training, recruitment, retention, and benefits management.
  • Collaborate with HR leadership to plan and implement new or revised HR programs, policies, or procedures.
  • Generate and present presentations on various HR topics.
  • Collaborate with California State University, Northridge Human Resources regarding staff recruitment and employment.
  • Coordinate enrollment and contribution changes to retirement plans, facilitate rollovers and withdrawals, assist with loans and loan repayment, and verify accuracy of annual pension census and account contributions.
  • Research employee vesting in the USU pension plan and analyze information from retirement plan service providers.
  • Review monthly benefits invoices for accuracy, process paperwork for payment, and calculate and enter payroll deductions for voluntary coverages into the HRMS.
  • Create and maintain benefit records and forms (enrollment, beneficiaries, etc.).
  • Track regular employee performance evaluation ratings and due dates, sending reminders to supervisors.
  • Serve as back-up administrator to the USU’s workers’ compensation claims program.
  • Generate employee benefit census.
  • Process staff unemployment insurance claims.
  • Track employee data and hours to ensure compliance with mandatory ACA Healthcare tax reports.
  • Coordinate and oversee record retention files and legally required records and reporting.
  • Coordinate, verify, and process annual general salary increases, staff bonuses, and annual merit increases.
  • Process requests for information from the University, State, and other government and private agencies.
  • Create and maintain USU list-servs.
  • Generate letters, memos, and emails.
  • Serve as backup for Specialist, Human Resources, primarily responsible for student employment.
  • Perform other related duties as assigned.
