About The Position

This position is for a Human Resources Specialist within the Department of Justice, United States Attorneys' Offices. The role involves providing a variety of human resources management services in areas such as recruitment and placement, position classification, employee relations and performance management, employee benefits, and human resources development. Selected candidates may receive formal and/or on-the-job training. Responsibilities will increase and assignments will become more complex as training and experience progress. This position is considered a career ladder opportunity, with a full performance level of GS-09. Promotions to higher grade levels are at the discretion of the supervisor and contingent upon meeting regulatory and legal requirements, satisfactory performance, and availability of higher-level work. Promotion is not guaranteed.

Requirements

  • Must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication (fingerprint, credit and tax checks, and drug testing).
  • Continued employment is subject to a favorable adjudication of a background investigation.
  • Must be registered for Selective Service, if applicable.
  • May be required to complete a one-year probationary period.
  • Federal employees must meet time-in-grade requirements upon the closing date of this announcement.

  • GS-7 Specialized Experience: One full year of specialized experience equivalent to the GS-5 level in the Federal service or equivalent paid/nonpaid experience in the private or public sector. Specialized Experience is defined as performing administrative work which demonstrates a basic knowledge of human resources principles, concepts and practices. Examples include: conducting staffing and recruitment activities; processing pre-employment security packages; conducting onboarding/orientation of new employees; preparing position descriptions; assisting with performance management; providing routine human resources information to employees (e.g., pay leave, benefits, etc.); and entering personnel and payroll actions into HR databases.
  • GS-7 Education: One full year of graduate level education in a related field (e.g., Human Resources, Business Management) leading to a Master's degree or higher.
  • GS-7 Combination of Education and Experience: Combinations of successfully completed graduate education and specialized experience may be used to meet total qualification requirements.
  • GS-7 Superior Academic Achievement: Possess a Bachelor's Degree or expect to complete the requirements for a Bachelor's degree within the next 9 months AND possess at least one of the following criteria: class standing in the upper third of the graduating class; an overall GPA of 3.0 OR at least a 3.0 based on courses completed during the final two years of my curriculum; a GPA of at least 3.5 based on the average of required courses completed in my major field OR based on the average of required courses completed during the final two years of my curriculum; OR election to membership in a national scholastic honor society.
  • GS-9 Specialized Experience: One full year of specialized experience equivalent to the GS-7 level in the Federal service or equivalent paid/nonpaid experience in the private or public sector. Specialized experience is defined as experience resolving procedural and/or recurring human resources related issues by applying standardized analytical and evaluation techniques; and interpreting regulatory material related to multiple human resources specialty areas. Examples include: performing position classification duties such as generating and reviewing position descriptions; assisting with performance management and appraisals; processing a variety of personnel actions; reviewing award justifications for appropriateness and compliance with applicable guidelines; assisting in administering guidance on pay to employees and management regarding leave, employee benefits, compensation, retirement and other human resources functional areas.
  • GS-9 Education: One of the following types of education in a related field (e.g., Human Resources, Business Management): a Master's or equivalent graduate degree (such as an LL.B., J.D); OR 2 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
  • GS-9 Combination of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.
  • All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
