About The Position

Under the general direction of the Mayor's Office, the Human Resources/Safety/Compliance Clerk directs and administers the City's human resources functions, occupational safety and risk management programs, and regulatory compliance initiatives. This position ensures the City attracts, develops, and retains a qualified workforce; maintains a safe working environment across all municipal departments and facilities; and ensures City operations comply with applicable federal, state, and local employment, safety, and public-sector regulations. The Clerk serves as a key advisor to the Mayor, City Council, and department heads on workforce, safety, and compliance matters.

Requirements

  • Bachelor's degree in Human Resources, Public Administration, Business Administration, Occupational Safety, or a related field required
  • Minimum of five (5) years of progressively responsible experience in human resources management, with direct experience in occupational safety and regulatory compliance
  • Public sector/municipal government experience strongly preferred
  • Valid driver's license in good standing
  • Working knowledge of municipal government structure, civil service systems, and public administration principles.
  • Thorough knowledge of federal and state employment law and OSHA/state-plan safety regulations.
  • Ability to analyze complex problems, develop sound recommendations, and communicate effectively with elected officials, staff, and the public.
  • Proficiency with HRIS platforms and standard office/productivity software.

Nice To Haves

  • Master's degree desirable
  • Professional certification preferred, such as SHRM-CP/SCP, PHR/SPHR, or Certified Safety Professional (CSP)/Associate Safety Professional (ASP).

Responsibilities

  • Direct the City's full-cycle human resources operations, including recruitment, selection, onboarding, classification and compensation, performance management, and separation processes.
  • Administer employee benefits and coordinate with the applicable municipal pension/retirement system (e.g., PERS or equivalent).
  • Develop, implement, and maintain citywide personnel policies and procedures consistent with municipal code, civil service rules, and applicable law.
  • Oversee workplace investigations, employee relations matters, and conflict resolution processes; provide guidance to department heads on disciplinary and performance issues.
  • Design, implement, and monitor citywide occupational safety programs, including hazard identification, safety training, and OSHA (or state-plan) compliance across all municipal departments (public works, parks and recreation, facilities, fleet, utilities, etc.).
  • Lead incident and accident investigations; conduct root cause analysis and implement corrective action plans to prevent recurrence.
  • Manage the City's workers' compensation program, including claims oversight, case management, and return-to-work coordination.
  • Track and report safety performance metrics (e.g., incident rates, TRIR, DART) to city leadership and, as required, to council or oversight bodies.
  • Ensure organizational compliance with federal and state employment law (e.g., FMLA, ADA, EEOC, FLSA) and applicable public records and records-retention requirements.
  • Coordinate with the City's risk management function and municipal insurance/risk pool on liability exposure, claims, and loss control.
  • Monitor and ensure compliance with grant requirements for grant-funded HR or safety programs; prepare related reporting.
  • Serve as liaison to state and federal regulatory agencies on HR, safety, and compliance matters.
  • Develop and manage the annual budget for HR, safety, and compliance functions.
  • Prepare reports and presentations for the Mayor and City Council as needed.
  • Perform other related duties as assigned.
