About The Position

The Iowa Department of Education is seeking a highly qualified leader to serve as the Department’s Human Resources Professional 1. This role is crucial in ensuring all students experience a world-class education by supporting the Department's mission through effective human resources practices. The position involves a wide range of responsibilities, from employee relations and onboarding to recruitment and payroll, all while ensuring compliance with state and federal laws and departmental policies.

Requirements

  • Graduation from an accredited four-year college or university with a Bachelor's degree.
  • OR A combination of four years of education and full-time experience in technical or professional human resources work, where thirty semester hours of accredited college or university coursework equals one year of full-time experience.
  • OR Current, continuous experience in the state executive branch that includes three years of full-time work performing technical human resources work.
  • Passion for accomplishing common goals in pursuit of public service.
  • Ability to work independently, moving projects forward with minimal supervision.
  • Strong written and verbal communication skills.
  • Conflict resolution and interpersonal skills.
  • Desire to work with diverse teams and stakeholders.

Nice To Haves

  • Knowledge of Department of Administrative Services human resources policies and procedures.
  • Experience with Workday or other HRIS system.
  • Experience with NeoGov or other online Applicant Tracking System.
  • Proficient in Microsoft Suite products, specifically Excel and Word.
  • Proficient in Google Suite products, specifically Mail, Calendar, Drive.
  • Public Service experience preferred (defined as working for a local, state or federal government).

Responsibilities

  • Regularly consult with agency managers on all employee related issues, ensuring compliance with Iowa Code and agency policies during investigations and disciplinary actions.
  • Develop and consult on investigatory questions, participate in investigations, ensure just cause, and provide agency recommendations for action.
  • Assist with the grievance process and coordinate the agency's effort to standardize all documentation.
  • Regularly consult with DAS HRE on all performance issues.
  • Provide guidance to supervisors and employees regarding FMLA and all other leave programs, and assist managers in identifying potential FMLA qualifying events.
  • Facilitate the interactive process for reasonable accommodation requests, including ordering necessary office equipment/furniture.
  • Review, research, create, and maintain human resource policies for the Department Employee Handbook.
  • Interpret state and federal laws, administrative rules, collective bargaining agreements, and policies.
  • Consult with Department supervisors on human resource policies, work rules, policy enforcement, recruitment and selection, classification and compensation, leave management, investigations, corrective disciplinary action, reasonable accommodations, and FMLA.
  • Respond to unemployment claim notices and represent the Department in Fact Finding Interviews.
  • Develop and monitor a consistent agency-wide onboarding experience for new employees, ensuring content is current and relevant.
  • Arrange and conduct new employee orientations, including initial orientation and monthly sessions on rotating topics.
  • Work with leaders to ensure employees have the necessary tools and training.
  • Develop and monitor retention strategies to assist with staff engagement.
  • Consult with managers to develop and ensure PDQs are updated prior to submission.
  • Correspond with prospective candidates, post positions to NEOGOV and IowaWorks.
  • Recommend appropriate compensation levels and prepare necessary paperwork for advanced appointment rates.
  • Follow-up with candidates on the status of the hiring process and notify unsuccessful applicants.
  • Guide managers through the recruiting process, including developing standardized resume and interview scoring tools.
  • Create and process personnel documents including reemployment/reinstatement, transfers, personnel employee changes, benefit changes, reclassifications, employee deduction changes, and position changes.
  • Review biweekly payroll worksheets and timesheets for accuracy.
  • Initiate and complete all necessary paperwork for employee separations, including acceptance letters, retirement paperwork, Iowa Benefits updates, and COBRA information.
  • Perform other duties as assigned to support the Department, Division, and Bureau.
