About The Position

The Human Resources Operations & Compliance Manager serves as a key HR leader responsible for overseeing Project Harmony’s core human resources operations and compliance functions. This position provides leadership and oversight for employment law and policy compliance, employee relations, workplace investigations, HRIS and data integrity, payroll operations, audits, and leave and accommodation administration. The Manager partners with the Chief Operating Officer, HR team, and organizational leaders to ensure HR practices are consistent, compliant, efficient, and aligned with Project Harmony’s values, strategic plan, mission, and applicable legal and regulatory requirements.

Requirements

• Bachelor’s degree required in human resources, business administration, public administration, or related field
• 7+ years of progressive Human Resources experience, including responsibility for HR operations, compliance, employee relations, HRIS, payroll, and leave administration
• Demonstrated experience handling employee relations matters, workplace investigations, corrective actions, and employment policy interpretation
• Training and experience in HRIS/HRMS, including records management, reporting, payroll, time and labor, and related HR technology
• Experience supporting HR, payroll, compliance, or regulatory audits and maintaining effective internal controls
• Advanced knowledge of multiple human resource disciplines, including employment law and compliance, employee relations, ADA, leave administration, payroll, HRIS, performance management, and time and labor
• Advanced knowledge of federal, state, and local employment laws and regulations and the ability to translate requirements into practical HR policies and practices
• Demonstrated skill in employee relations, workplace investigations, conflict resolution, corrective action, and policy administration
• Strong HRIS and data management capabilities, including maintaining data integrity, analyzing HR information, developing reports, and identifying trends or discrepancies
• Excellent interpersonal, negotiation, and conflict resolution skills
• Strong organizational, time management, analytical, and administrative skills
• Excellent communication skills (written, verbal and active listening)
• Ability to work in a fast-paced and team-oriented environment
• Ability to manage multiple projects simultaneously and effectively meet deadlines
• Strong knowledge and use of Microsoft Office products (e.g., Word, Excel, Outlook, PowerPoint, etc.) as well as SharePoint
• Self-starter with ability to set priorities and work independently
• Strong problem-solving, judgment, and decision-making skills
• Must demonstrate a high level of professionalism, confidence, discretion, and work ethic
• Must respect and maintain confidentiality
• Must be willing to work flexible hours
• Must submit to a thorough criminal history background check
• Must have access to a vehicle, possess a valid driver’s license and proof of insurance
• Position may involve some travel, primarily within the state

Nice To Haves

• Human Resources certification (SPHR, PHR, SHRM-SCP, SHRM-CP, etc.) preferred
• Experience with nonprofit agencies a plus

Responsibilities

• Ensures legal compliance with federal, state, and local employment laws and regulations and maintains practices that are compliant with applicable requirements
• Develops, implements, maintains, and regularly reviews HR policies, procedures, and practices in alignment with legal requirements and organizational needs
• Leads employee relations matters, disciplinary and corrective actions, conflict resolution, and workplace investigations with a high level of confidentiality and professionalism
• Analyzes HR record systems, reports, metrics, and workforce data to support decision-making, compliance, and continuous improvement
• Ensures accurate HR data management, reporting, recordkeeping, and compliance with HR policies and regulations
• Manages and maintains data integrity within the HRIS and across other HR platforms
• Partners with the Chief Operating Officer to oversee payroll operations, controls, audits, reconciliations, surveys, and issue resolution
• Monitors and oversees administration of leave and accommodation processes under FMLA, ADA/ADAA, STD/LTD, workers’ compensation, and return-to-work requirements
• Leads and supports HR and organizational audits; identifies areas of risk or process improvement and coordinates corrective actions as appropriate
• Partners with organizational leaders to interpret and consistently apply HR policies, address employee concerns, and navigate complex employment matters
• Evaluates HR systems, workflows, procedures, and internal controls and recommends improvements to increase efficiency, accuracy, consistency, and compliance
• Collaborates with HR team and other organizational functions to ensure HR processes and procedures are consistent, effective, and efficient for the organization
• Ensure culturally competent services are provided to all families we serve without regard to race, ethnicity, religion, socioeconomic status, disability, gender or sexual orientation
