About The Position

The Human Resources Manager is responsible for the day-to-day administration and execution of Human Resources functions, ensuring effective delivery of HR services and consistent application of organizational policies and procedures. Serving as a primary resource for employees and management, the Human Resources Manager provides guidance on workplace matters, supports the resolution of employee relations issues, and ensures HR practices are applied consistently and effectively. The position also supports the Human Resources Director by carrying out HR initiatives, maintaining operational processes, and contributing to compliance, reporting, and continuous improvement efforts across the department.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Industrial/Organizational Psychology, or related field, or equivalent combination of education and relevant HR experience
  • Minimum of 3–5 years of progressive Human Resources experience, preferably in a healthcare or similarly regulated environment
  • Working knowledge of federal and California employment laws and regulations, including Wage and Hour laws, ADA, FMLA/CFRA, OSHA, workers’ compensation, I-9 requirements, and COBRA
  • Experience working in or supporting a unionized environment, including familiarity with collective bargaining agreements and basic labor relations processes
  • Strong understanding of core Human Resources functions, including employee relations, benefits administration, recruitment, onboarding, leave administration, and compliance practices
  • Ability to interpret and apply HR policies and employment laws to employee relations matters and operational situations
  • Strong interpersonal, communication, and conflict resolution skills with the ability to effectively engage employees, management, and external partners
  • Demonstrated ability to manage multiple priorities, maintain accuracy, and meet deadlines in a fast-paced environment
  • Proficiency in HRIS systems and Microsoft Office applications, including Word and Excel
  • Bilingual proficiency in English and Spanish required, with the ability to communicate effectively in both languages in a professional setting
  • Ability to maintain confidentiality and handle sensitive matters with professionalism and discretion

Responsibilities

  • Oversees and manages provider recruitment activities, including sourcing, screening, and coordinating candidate selection processes to ensure alignment with organizational staffing needs and timelines
  • Partners with locum tenens and permanent placement agencies by establishing, maintaining, and strengthening professional relationships to support ongoing and future provider staffing requirements
  • Reviews, negotiates, and manages agreements with external recruitment agencies, including rate negotiations and contract terms, ensuring cost-effectiveness and compliance with organizational standards
  • Monitors recruitment activity and provides regular updates, reports, and status summaries for weekly leadership review to support informed decision-making and workforce planning
  • Plans and conducts new employee orientation to foster a positive introduction to the organization, ensuring new hires understand company policies, expectations, and available resources
  • Maintains accurate and up-to-date employee records within the Human Resources Information System (HRIS), ensuring data integrity and compliance with organizational and regulatory requirements.
  • Prepares, analyzes, and distributes reports related to workforce data, compliance metrics, and HR activities in a timely and accurate manner.
  • Ensures that all employee files contain required documentation and are maintained in accordance with legal and organizational standards.
  • Assists with internal and external audits by gathering documentation, responding to inquiries, and supporting corrective actions as needed.
  • Implements and enforces established HR policies and procedures, escalating any compliance concerns or discrepancies to the Human Resources Director.
  • Facilitates communication between employees, management, and union representatives to address concerns and maintain positive working relationships
  • Advises management in appropriate resolution of employee relations issues.
  • Conducts initial investigations into employee complaints, gathering relevant information, documenting findings, and recommending appropriate actions.
  • Coordinates and participates in labor-management meetings, ensuring timely follow-up on action items and resolution of issues.
  • Escalates complex, sensitive, or high-risk employee relations matters to the Human Resources Director for further review and direction.
  • May support in consulting with legal counsel when necessary to address sensitive or high-risk employee relations issues
  • Provides oversight and support for the administration of employee benefits programs, ensuring plans are effectively managed, accurately communicated, and aligned with organizational objectives
  • Participates in open enrollment activities, including employee meetings, communication planning, and support of enrollment-related discussions to ensure employees understand available options and changes
  • Supports broker and vendor engagement, including pre-renewal and renewal meetings, by contributing operational insights, identifying employee trends, and assisting in evaluating plan performance and recommendations
  • Works with brokers and benefits vendors to identify and resolve benefits-related issues, ensuring timely resolution of employee concerns and continuity of coverage and services
  • Escalates complex benefits matters as needed to appropriate partners for resolution, ensuring compliance and risk mitigation
  • Administers leave of absence programs, including tracking, documentation, and communication with employees and management
  • Supports salary administration by maintaining records, tracking changes, and ensuring alignment with established guidelines
  • Conducts exit interviews with management and compiles data to identify trends and opportunities for organizational improvement
  • Assists with time tracking and payroll coordination to ensure accuracy and compliance
  • Provides oversight of the organization’s workers’ compensation and workplace safety programs to ensure compliance with applicable regulations and internal policies
  • Partners with insurance providers, safety representatives, and internal stakeholders to support effective claims management, ensure appropriate follow-up, and promote timely resolution of workplace injury cases
  • Ensures the organization maintains a safe and compliant work environment by supporting the development, coordination, and monitoring of safety initiatives and training programs
  • Reviews workplace incident trends and reporting data to identify risk areas and support continuous improvement in safety practices and injury prevention strategies
  • Supports the coordination and execution of employee and management training initiatives to ensure programs are delivered effectively and align with organizational needs
  • Contributes to the development and organization of training materials and learning resources that support employee development objectives
  • Monitors overall training participation and completion trends to help ensure compliance with internal requirements and external regulatory standards
  • Assists in the execution of recognition programs, wellness activities, and employee events that reinforce organizational values and morale
  • Works in collaboration with leadership and HR Director–driven strategies to help ensure engagement initiatives are effectively carried out across the organization
  • Monitors participation and feedback from engagement activities to support continuous improvement in employee experience efforts
  • Performs other duties as assigned to support the overall objectives of the Human Resources department
