Requirements
- Bachelor’s degree in human resources, Organizational Development, Business/Public Administration, or a related field
- Minimum of 5 years of progressive experience in organizational development, training, or human resources
- An equivalent combination of training and experience may be considered
- HR certification (SHRM-CP, SHRM-SCP, PHR or SPHR) (must obtain within 1 year)
Responsibilities
- Develops, implements, and manages organizational development and training programs to address leadership effectiveness, employee performance, and workforce consistency.
- Owns the design, implementation, and continuous improvement of the City’s performance management system, ensuring consistency, accountability, and alignment with organizational goals.
- Identifies gaps in leadership capability, supervision practices, and employee development through data analysis, employee feedback, and operational trends.
- Develops and delivers training for supervisors and managers on performance management, accountability, communication, and leadership expectations.
- Partners with Human Resources Business Partners, who identify workforce and leadership needs, while this role designs and delivers development solutions.
- Supports organizational change initiatives, including restructuring, role clarity, and workforce transitions.
- Evaluates training and development programs to ensure effectiveness and alignment with organizational needs and recommends improvements as needed.
- Develops and tracks metrics to measure the effectiveness of training, leadership development, and organizational initiatives and uses data to inform continuous improvement.
- Supports succession planning and workforce development initiatives to strengthen internal talent pipelines.
- Collaborates with Employee Relations to provide training related to workplace conduct, policy application, and reducing employee relations risk.
- Promotes consistency in leadership practices and employee expectations across departments.
- Utilizes workforce data and analytics to identify trends and recommend strategies to improve performance and engagement.
- Builds and maintains strong working relationships with internal stakeholders to support organizational goals.
- Identifies opportunities to improve processes, strengthen accountability, and enhance workforce effectiveness.
- Stays informed of best practices in organizational development, leadership training, and workforce development.
- Ensures compliance with applicable laws, policies, and procedures related to training and workforce development.
- Performs all other related duties as required.
