The Parks Division of the King County Department of Natural Resources & Parks has an exciting and engaging opportunity for a seasoned human resource leader to join a dynamic and highly skilled HR team focused on service delivery to our clients. This recruitment is to fill a Special Duty Assignment or Term Limited Temporary Position that is anticipated to last for 1 year. The Human Resource Manager II is an integral member of the Parks Management Team and leads all facets of HR for the organization. About the Role: The Human Resource Manager II for the division provides steady and thoughtful leadership in the execution of HR service delivery as well as aligning our people strategy and business with our wider departmental priorities and projects. This role has daily oversight of multiple HR services, including but not limited to recruitment, employee and labor relations, disability services and workplace accommodations, protected leave administration, organizational planning and strategy, position control, and process improvement. Additionally, this position acts as a liaison for county partners on behalf of the organization and will interact regularly with the King County Department of Human Resources, Prosecuting Attorney’s Office, King County Office of Labor Relations, and others. This position will report jointly to the Department Human Resources Manager III and the Parks Division Director to support the successful execution of divisional goals and departmental HR initiatives. This position follows a hybrid work model, blending remote and in-person work. Requirements

  • Demonstrated experience leading and managing a sizeable team of human resource professionals performing multi-disciplinary functions in a large, matrixed public/governmental organization.
  • Demonstrated extensive experience within multiple human resource functional areas, including leave administration, recruitment, employee and labor relations, organizational planning/development, and regulatory compliance.
  • Strong working knowledge of Washington State employment law and compliance.
  • Excellent customer-focused service and experience coaching and counseling partners at all levels of management on a variety of complex HR policies, procedures, and practices and support supervisors in effective development of employees to improve performance outcomes.
  • Experience advancing equity and social justice, inclusion, and belonging.
  • Comfort having candid and sincere conversations with all employees about race and equity in the workplace.
  • Demonstrate ability to communicate in both written and verbal form at a high level, bringing clarity to human resources issues and providing information to staff and leadership.

Nice To Haves

  • Experience performing HR service delivery in a unionized environment.
  • Strong working knowledge of and proficiency with PeopleSoft.
  • Strong working knowledge of and proficiency with NEOGOV applicant tracking system.

Responsibilities

  • Shape and implement systems for recruiting, developing, and retaining a high quality, diverse workforce that is prepared for the evolving business needs of the future.
  • Provide overall direction for the integration of sound human resources practices and strategic initiatives for the department, building and leveraging relationships and networks at all levels as a valued and trusted HR partner.
  • Oversee complex employee relations issues, investigations, grievance and Loudermill hearings, and arbitration or litigation processes.
  • Provide supervision, guidance, and development for a team of HR professionals.
  • Lead the implementation of strategies to strengthen employee engagement and advance equity, diversity, and inclusion efforts.
  • Provide advice and consultation on workplace programs, policies, and procedures.
  • Participate in negotiations of collective bargaining agreements, support and participate in employee discipline and grievances as needed, and implement and interpret contract language where warranted.
