About The Position

Supports the vision, mission and guiding principles of the City. While performing any procedure, all associates and contract personnel must observe applicable Safety, Health, and Environmental rules and guidelines. The use of appropriate personal protective equipment is required. Attend and participate in training opportunities and seminars relevant to this position. Maintains knowledge of industry trends and employment legislation and ensures compliance. Adheres to appropriate City operating procedures, benefit rules, employment, and safety policies/practices. Demonstrates the ability to work independently and within a team environment in a fast-paced, ever-changing atmosphere. This role involves recurring work situations requiring high degrees of discretion, accuracy, and effective resource utilization. Errors in judgment could cause disruptions to the City’s mission and adversely impact the attainment of the City’s goals. Content of work priorities are largely self-determined. Contacts are across the entire City community and in a leadership capacity. Community contact is a critical component of success in developing goodwill and support of City programs and initiatives.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field required.
  • 3 - 5 years’ human resource experience required.
  • Strong customer service communication skills.
  • Ability to work independently with minimal direction.
  • Proficiency with Microsoft Office Suite (Outlook, Word, PowerPoint and Excel) is required.
  • Awareness of federal, state, and local laws and regulations that impact human resources and the employment relationship.
  • Ability to effectively coordinate multiple projects, use time management skills and independent judgment.

Responsibilities

  • Maintains confidentiality of work-related issues and City information.
  • Assist with various human resource plans and procedures for all company personnel while assisting in development and implementation of personnel policies and procedures.
  • Serve as the primary point of contact for employees regarding benefits-related inquiries, providing guidance and support in resolving issues.
  • Conduct regular benefits and billing audits to ensure data accuracy.
  • Assist in full-cycle recruitment, including sourcing, interviewing, and onboarding of exempt and nonexempt personnel.
  • Process Personnel transactions - Personnel Action Forms (PAF’s) and the Employee Authorization Forms (EAF’s), ensures proper documentation, approvals, accuracy and completion.
  • Process biweekly payroll and ensure accuracy.
  • Upload new hires and other personnel-related documents in HRIS.
  • Responsible for the HR I-9 Audit and I-9 documentation process.
  • Assist with creating and updating job descriptions.
  • Partners with employees and management to communicate various human resource policies, procedures, laws, standards, and other government regulations.
  • Attends meetings and seminars as directed.
  • Maintains human resource information system records and compiles reports from the database.
  • Maintains compliance with federal and state regulations concerning employment.
  • Performs other related duties as required and assigned.
