About The Position

Oregon Housing and Community Services (OHCS) is seeking a leader for its Human Resources Division. This role advises the HR Director and agency leadership, provides strategic HR services, ensures efficient and safe workforce operations, and fosters a productive, diverse, inclusive, and respectful workplace. The position is hybrid, based in Salem, OR, and is a permanent, full-time management service role.

Requirements

  • Six years of supervision, management, or progressively related experience.
  • Three years of related experience and a bachelor's degree in a related field.

Nice To Haves

  • 8–10 years of practical, hands-on human resources experience.
  • At least five years at a management level directing HR teams and advancing organizational HR strategy.
  • Experience in labor relations, collective bargaining and contract administration.
  • Background as a Senior HR Policy Advisor to executive leadership and program managers on strategic planning, policy direction compliance and workforce management.
  • Current knowledge of employee laws and HR best practices.
  • Background in classification, compensation, talent acquisition and HR information technology.
  • Knowledge of State and Federal employment laws and regulations.
  • Ability to manage HR budget and monitor expenditures.
  • Experience promoting diversity, equity, and inclusion principles and practices in the workplace.

Responsibilities

  • Serve as the HR Deputy Director, providing leadership, management, and supervision to the Human Resources team.
  • Act as an advisor to the HR Director and Agency leadership.
  • Provide HR services aligned with strategic human resource management.
  • Ensure efficient, safe, and cost-effective workforce operations.
  • Foster an atmosphere that promotes a productive, diverse, inclusive, and respectful workplace.
