About The Position

This classification conducts a full range of duties at a supervisory level related to the functions of the Human Resources Department. The Deputy Director Human Resources supports and provides leadership in the HR department employees, including assigning and reviewing work, training, providing input on performance evaluations, and making recommendations on hiring, terminating, and disciplining personnel. This role confers with the director to obtain direction regarding work assignments and priorities, organizes tasks to complete assigned work, monitors the status of work in progress, and inspects completed work. The Deputy Director assists with complex/problem situations and provides technical expertise. This role conducts activities involving employment compliance, employee relations, recruitment and employment, benefits administration, wellness, compensation, training, performance management, onboarding, policy implementation, and related human resources areas, including advising on employment-related matters, performance management counseling, and educating. The Deputy Director motivates and works with employees to correct deficiencies, plans, directs, and coordinates with subordinate-level staff the department work plan, and assists with managing the career development and performance of assigned staff. This role meets with management staff to identify and resolve problems, assigns projects and programmatic areas of responsibility, and reviews and evaluates work methods and procedures. The Deputy Director assigns administrative and clerical tasks, including correspondence, educational publications, records management, report preparation, and other materials from draft or source documents for review and signature. This role reads and reviews outgoing correspondence, takes and transcribes dictation, and performs data entry. The Deputy Director assists with developing internal policies and procedures, provides information and consultative services to all levels of City employees regarding HR policies, procedures, practices, laws, standards, and government regulations, and researches and recommends operating policy and procedural improvements. This role works directly with department managers to assist them with personnel matters and consults with management and personnel throughout City departments concerning personnel policies. The Deputy Director conducts recruitment for all positions, writes and places advertisements, seeks opportunities for free or low-cost advertising, provides managers and supervisors with assistance in recruitment strategies, prepares job descriptions and recruiting announcements, and informs job applicants of details such as duties, compensation, benefits, schedules, working conditions, or promotion opportunities. This role evaluates qualifications and background check results to determine compliance with minimum qualifications and informs decisions on who should be interviewed. The Deputy Director ensures the applicant tracking system and related processes effectively support the recruiting process and that recruiting efforts are efficient, legally compliant, relevant, and timely. This role collects, analyzes, and develops occupational data concerning jobs, job qualifications, and position characteristics. The Deputy Director develops, implements, and conducts the onboarding and new employee process, including new employee orientation. This role conducts exit interviews, analyzes data, and makes recommendations to management. The Deputy Director addresses employee relations issues such as harassment allegations, work complaints, or other employee concerns. This role prepares reports pertaining to termination appeals, grievances, discrimination and harassment complaints, and assists in preparing and researching responses to EEOC claims. The Deputy Director assists in processing City benefit programs accurately and timely, including administration of FMLA, COBRA, ACA, and compliance with federal and state employee benefit mandates. Performs other related duties as required.

Requirements

  • Bachelor’s Degree in Human Resources, Business, Accounting or a related field
  • Six (6) years of experience in human resources, accounting, benefits administration or a related field
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

  • Evaluates qualifications and background check results to determine if candidate/employee is in compliance with minimum qualifications and/or necessary special qualifications and inform decisions on who should be interviewed.
  • Ensures applicant tracking system and all related processes effectively support the recruiting process and that the City's recruiting efforts are efficient, legally compliant, relevant and timely and in accordance with all of the City's policies and procedures.
  • Collects, analyzes, and develops occupational data concerning jobs, job qualifications, and position characteristics relating to personnel and administrative functions for the City.
  • Develops, implements and conducts the on-boarding and new employee process; Conducts new employee orientation.
  • Conducts exit interviews, analyzes data, and makes recommendations to management based on findings; Addresses employee relations issues, such as harassment allegations, work complaints, or other employee concerns.
  • Prepares reports pertaining to termination appeals, grievances, discrimination and harassment complaints filed by employees, assist in preparing and researching responses to EEOC claims.
  • Assists in processing the City benefit programs in an accurate and timely manner including administration of Family Medical Leave Act (FMLA), Consolidated Omnibus Budget Reconciliation Act (COBRA), Affordable Care Act (ACA) and all levels of compliance with these and other federal and state employee benefit mandates.
