About The Position

The Human Resources Associate for the Leave Management Section (LMS) of the Sheriff’s Office provides professional level support for a variety of leave-related human resources functions. This role performs the full spectrum of leave case management duties, collaborates with employees and managers on medical, military, and related matters, manages leave in accordance with the FMLA, evaluates requests for modified duty or reasonable accommodation, and manages other employee leave related matters within the purview of the LMS (e.g., donations of leave, short- and long-term disability, military leave). The HR Associate works under limited supervision with considerable care and judgment in the handling of leave to ensure compliance with relevant Federal and State regulations, Office, and County policies. Requirements

  • Bachelor’s Degree in Human Resources, Business Administration, Public Administration, or a closely related field. OR Combined education and experience qualifications
  • Other combinations of education or experience may substitute for the minimum qualifications on a year for year basis.
  • Must possess a valid Arizona driver’s license or have the ability to obtain by the time of hire.
  • Training that may be provided on-the-job: Safety; Payroll; PREA.
  • Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.

Nice To Haves

  • Two (2) years of human resources experience.
  • Specialized experience in leave management which included handling FMLA leave, ADA accommodations, leave or modified duty resulting from workplace injuries, and/or military leave.
  • Professional certification in Human Resources (e.g., PHR, SHRM-CP).

Responsibilities

  • Serves as primary point of contact for assigned employees and managers regarding FMLA leave, modified duty requests, workplace injuries, short- or long-term disability applications, ADA reasonable accommodation requests, essential job duty evaluations, and other absence or disability management issues.
  • Comprehends, interprets, and maintains compliance with Federal and State regulations/laws, MCSO and County policies relating to leave and disability administration (e.g., Family and Medical Leave Act, Americans with Disabilities Act, Pregnancy Discrimination Act, The Pregnancy Workers Fairness Act, Arizona Earned Paid Sick Time, Uniformed Services Employment and Reemployment Rights Act).
  • Manages simple to complex, high-volume leave cases in accordance with the Family and Medical Leave Act (FMLA), including modified duty, essential job duty evaluation and return to work.
  • Interprets, explains, and complies with workers’ compensation rules, and short-term and long-term disability programs.
  • Serves as leave liaison for employees who are active with the US Armed Forces; coordinates out-processing and in-processing of employee paperwork; monitors and assists employees who are on military leave.
  • Manages timecards of employees on leave, coordinates donation of leave requests; researches, monitors, and requests adjustments to employees’ timecards and leave usage related to approved leave categories (e.g., FMLA, military duty, short-term disability, leave donations, workers’ compensation, Emergency Paid Sick Leave).
  • Coordinates ADA reasonable accommodation request activities, which may include investigating and leading job reassignment to alternate positions; works with employees and management to develop methods of reasonable accommodation; maintains detailed documentation of processes undertaken to accommodate individual circumstances.
  • Advises management and employees of leave or disability related rights, obligations, policy, and procedures; investigates and provides disposition of absences regarding protected leave within the MCSO program for absence management.
  • Educates employees on leave resources, work absence requirements, and return to work protocols; refers employees to appropriate resources based on individual employee need.
  • Gathers information from employees to assist with evaluating potential workplace concerns.
  • Prepares accurate timelines or reports and maintains supportive documentation related to leave cases managed; reviews documents for authenticity, accuracy, completeness, and compliance with policies; documents information in a coherent and concise format for review.
  • Prepares routine to complex and sensitive human resources correspondence, documents, and forms within mandated timelines supporting leave related clarifications from healthcare providers, personnel actions, payroll processing, and other leave related items.
  • Updates Section supervisor on all assigned cases to ensure compliance with all mandated rules and regulations and to support the organizational goal of retaining an engaged and performing workforce.
  • Identifies opportunities for process improvement, provides recommendations to supervisor. and assists in the implementation of leave-related personnel policies or procedures.
  • Maintains updated knowledge of laws, regulations and policies relating to leave and disability management.
  • Collaborates with and supports other case management staff members in a team environment.
  • Prepares and maintains confidential files; enters information into databases and other tracking systems to document case developments.
  • Performs other duties as assigned and retains flexibility due to evolving organizational needs.
