About The Position

The HR Analyst – Retirement mainly exists to manage and administer the Public Safety Personnel Retirement System (PSPRS) and Corrections Officers Retirement Plan (CORP), which involves administering all aspects of retirement benefits to sworn and detention employees, retiring members, retirees, surviving spouses and beneficiaries, as well as serving as the Local Board Secretary for both PSPRS and CORP.

Requirements

  • Bachelor’s degree in human resources, business administration, public administration, or related field
  • Two (2) years of related professional administrative experience OR Combined education and experience qualifications
  • Post-secondary education and/or job-related experience may substitute for the required education and/or experience on a year for year basis.
  • Must possess a valid Arizona driver’s license or have the ability to obtain by the time of hire.
  • Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.

Responsibilities

  • Administers the PSPRS and CORP programs for sworn and detention employees under the general directions of two Boards
  • The position will be required to assist with other, on-going functions within the HR Bureau as required by Command Staff based on the needs of the Office
  • Interprets and explains policies, procedures, tiers, and retirement law in accordance with laws, regulations, and policies
  • Answers questions about provisions of applicable retirement(s) in person, by telephone, and in writing
  • Interviews retiring employees and surviving beneficiaries to obtain necessary information and explains available benefits and options
  • Determines retirement eligibility of members, calculating pension, disability, and survivor benefits
  • Interacts and works closely with employees and the Leave Management Section specific to disability retirements
  • Researches and computes Retirement Pensions
  • Maintains knowledge of available retirement benefits through the PSPRS and ASRS, educating retirees and potential retirees on available retiree medical benefit options.
  • Clearly explain irrevocable retirement options to retirees
  • Establishes records for retirees, obtaining legal documents required to verify pertinent information to process applications and gathers supporting documents for approval by the Local Boards and Board of Trustees
  • Maintains a master file of all active, deferred, and retired members of the PSPRS and CORP systems
  • Completes Personal Action Forms (PAF)
  • Prepares requests for refunds of contributions
  • Prepares material for consideration of the two Local Boards; attends meetings of both Boards and maintains technical minutes of the meetings
  • Prepares statistical and narrative reports as well as other printed materials
  • In conjunction with the Local Boards, reads, reviews, and applies legislative changes affecting the retirement systems
  • Develops and presents individual and group presentations related to retirement
  • Attends meetings, prepares presentations, and conducts meetings
  • Prepare Verification of Employment letters for current and past employees
  • Files Review and prepares for quarterly Monitors site visits
  • Prepares Law Enforcement Officers Safety Act (LEOSA) letters for retired Sworn Officers
  • Certifies Public Service Loan Forgiveness (PSLF) applications
  • Prepares Line of Duty Death applications for Federal benefits
  • Maintains Demographics data for PSPRS/CORP members in the PSPRS system
  • Coordinates, conducts, and/or carries out special projects and assignments as assigned by supervisor or Command staff
  • Be present at work site to perform tasks as scheduled and/or assigned by supervisor
