About The Position

We are seeking a Human Resources professional to administer a broad range of HR programs and services. Working independently and exercising sound judgment, this role serves as a trusted resource to employees and managers on recruitment and a wide range of HR topics. Implement new HR initiatives and provide guidance to employees and managers for human resources policies, procedures, and employment-related matters. Manage the full recruitment process, including posting jobs, screening applicants, coordinating interviews, and onboarding new employees. Support employees with benefits enrollment, eligibility questions, and program information. Support HRIS optimization, maintain employee data and produce reports. Support employee relations activities, including workplace investigations, performance issues, concerns, and disciplinary matters. Promote a safe and healthy work environment by supporting safety and wellbeing programs, policies, training, and workers' compensation activities. Research HR topics and prepare reports, recommendations, correspondence, and policy updates. Analyze workforce and HR data to support organizational planning and decision-making.

Requirements

  • Three (3) years of increasingly responsible experience in human resources program administration and completion of a bachelor’s degree in human resources management, business or public administration, industrial psychology, or a related field.
  • Knowledge of principles, practices, and techniques of human resources program management and administration.
  • Knowledge of effective recruitment methods, best practices and techniques.
  • Knowledge of research and reporting methods, techniques, and procedures; statistical analyses, and various methods of presentation of data and recommendations.
  • Knowledge of applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.
  • Knowledge of agency and mandated safety rules, regulations, and protocols.
  • Knowledge of techniques for providing a high level of customer service, by effectively dealing with the public, vendors, contractors, and Agency staff.
  • Knowledge of the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Knowledge of modern equipment and communication tools used for work functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • Ability to conduct complex research projects on a variety of human resources topics, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
  • Ability to develop, administer, and analyze tests and/or selection devices for a variety of occupations.
  • Ability to analyze jobs and make sound classification decisions.
  • Ability to analyze, interpret, summarize, and present administrative and technical information and data in an effective manner.
  • Ability to maintain confidentiality of sensitive personal information of applicants, employees, former employees, and other matters affecting employee relations.
  • Ability to evaluate departmental programs, services, and operations and recommend new or revised approaches.
  • Ability to make complex mathematical and limited statistical calculations with accuracy.
  • Ability to maintain accurate files and records.
  • Ability to understand, interpret, and apply all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed.
  • Ability to prepare clear and concise correspondence, documentation, and other written materials.
  • Ability to use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
  • Ability to independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Ability to communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Ability to establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  • Ability to effectively use computer systems, software applications relevant to work performed, and modern office equipment to perform a variety of work tasks.
  • Ability to observe and comply with all Agency and mandated safety rules, regulations, and protocols.
  • All First 5 employees must live and work in California.
