About The Position

Under the general direction of the Director of HR Operations, the Human Resources Analyst provides a broad range of analytical and administrative services for a variety of campus-wide HR programs and initiatives. As part of the regular responsibilities of this position, the incumbent has access to information used by management in developing positions related to collective bargaining, attends meetings where management positions and strategies regarding collective bargaining issues are discussed, and gathers data important to the formulation of management positions in collective bargaining. Therefore, this position is designated as confidential under HEERA. The Human Resources (HR) department provides leadership and support for 1600+ staff and non-academic management employees in organizational development and effectiveness, workforce planning, compensation and classification, recruitment and selection, employment, personnel policies and records, professional development, employee relations, labor relations/collective bargaining, performance management, workplace violence prevention, and employee recognition programs. HR also manages comprehensive and integrated benefits administration, disability leave, fee waiver, employment verification, HR information systems (HRIS), and employee information security for 2500+ faculty, management and staff employees.

Requirements

  • Working knowledge of human resources theories, principles, practices, and techniques, with emphasis on public sector and higher education employment environments.
  • Thorough knowledge of, or ability to quickly learn, CSU collective bargaining agreements, applicable employment laws, and regulatory requirements governing public sector HR administration.
  • Strong analytical and research skills with the ability to gather, evaluate, and interpret complex regulations, policies, and procedures; synthesize information from multiple sources; and develop well-reasoned, actionable conclusions and recommendations.
  • Demonstrated ability to interpret and apply complex policies and procedures in situations where specific guidelines may not exist, and to adapt effectively to frequent policy changes in a fast-paced, deadline-driven environment.
  • Demonstrated skill in exercising independent judgment and initiative in planning, organizing, and executing work assignments within broadly defined parameters, with minimal day-to-day supervision.
  • Equivalent to graduation from a four-year college or university and three (3) years of progressively responsible human resources experience.
