About The Position

The Nevada Department of Transportation (NDOT) is seeking a Human Resources Analyst 1 to serve as the outreach, recruitment, and placement coordinator for NDOT’s Workforce Development Program. This program includes various initiatives such as the Rotational Engineer, Public Service Intern, Educational Assistance/Preferred Degree, Job-Related College, DOD SkillBridge Internship, Student Worker-Trades, and Kindergarten through 12th grade Programs. The role involves developing recruitment strategies, preparing students, and collaborating with high school and college guidance counselors to fill temporary Student Worker, Intern, and Rotational Engineer vacancies. The ideal candidate will possess a strong understanding of the recruitment process, excellent interpersonal and communication skills, and a dedication to supporting students, interns, and Rotational Engineers in achieving their career goals at NDOT. This position requires statewide travel to schools, colleges, outreach events, and NDOT facilities.

Requirements

  • Graduation from an accredited college or university with a Bachelor's degree in public administration or a related field; OR three years experience as a Human Resources Technician III in Nevada State service; OR an equivalent combination of education and experience.
  • Knowledge of principles, practices, and methods of public Human Resource administration, of classification, pay, recruitment, examination, selection, performance standards and evaluation, and training.
  • General knowledge of the methods of research and analysis.
  • Skill in written English sufficient to compose routine business correspondence and reports.
  • Skill in analyzing Human Resource problems and recommending solutions.
  • Skill in effectively interacting with all levels of employees and management.

Responsibilities

  • Serve as NDOT’s outreach, recruitment and placement coordinator for NDOT’s Workforce Development Program.
  • Develop recruitment strategies.
  • Prepare students for participation in workforce development programs.
  • Collaborate with high school and college guidance counselors to fill temporary Student Worker, Interns, and Rotational Engineers vacancies.
  • Perform professional Human Resources functions, which may include employee relations, recruitment and selection, classification and compensation, employee development, benefit administration, staffing, and payroll.
  • Plan and implement recruitment and examination activities.
  • Review positions and recommend appropriate classification and compensation levels.
  • Make presentations before a variety of hearing bodies.
  • Provide advice to department management, line departments, or employees on policy and rule interpretation.
  • Investigate employee complaints and recommend alternative solutions.
  • Conduct research, prepare reports, and present findings.
  • Oversee student employment, payroll, recruitment and selection, policy development, classification research and analysis, training, affirmative action coordination, and provide guidance and counseling to employees and management.
  • Serve as a Human Resource generalist for a section, small division, or geographic area of the state for an agency.
