About The Position

The Division of Finance and Administration within the State of Florida Department of Management Services is seeking a Human Resource Operations Coordinator. This position is located in Tallahassee, FL. The incumbent is responsible for coordinating agency human resources operational functions including onboarding and offboarding processing, employee records and files, worker’s compensation, and unemployment claims. The role requires independent and collaborative work, a strong understanding of HR rules, statutes, policies, and guidelines, and a commitment to fostering a human resource generalist approach through cross-training and professional development to ensure excellent customer service. The position involves initiating corrective measures and serving as a liaison for departmental employees with People First to resolve concerns effectively. Additionally, the incumbent will assist HR personnel and executive management with employer/employee relations, personnel issues, and budget preparation. This position is designated as exempt as confidential and has 'A' role access to the computerized personnel system, requiring the handling of confidential personal information.

Requirements

Responsibilities

  • Processing all actions and paperwork involved in onboarding new employees, including creating contingent offer letters, verifying new hire paperwork (I-9, Exemption from Public Records Requests Form, FRS certification), verifying I-9 documentation, approving PAR forms in People First, uploading personnel documents, creating badges, and scanning/destroying I-9 paper copies.
  • Processing offboarding employees, ensuring appropriate documentation in personnel files, and collecting/verifying the Employee Exit Checklist.
  • Verifying the accuracy and approving all agency PARs, including new hires, separations, and merit increases.
  • Administering the agency’s worker’s compensation processes and procedures, serving as the subject matter expert, acting as the liaison with the Department of Financial Services, and resolving related claims.
  • Verifying that employees with positions requiring financial disclosure timely complete initial and annual financial disclosure documents.
  • Collecting dual employment forms, forwarding them for approval, and verifying their correct completion.
  • Maintaining electronic employee files, including uploading new documents and organizing files per established standards.
  • Serving as the Public Records Coordinator for the DMS Human Resources Office, assisting in the maintenance of applicant records, and processing public record requests in coordination with the Office of General Counsel.
  • Verifying the accuracy of Unemployment Compensation invoices and assisting the Human Resources Officer with responses to Department of Economic Opportunity inquiries.
  • Verbally verifying employment dates, title, and salary as requested, and completing written employment and salary verifications.
  • Participating in and completing special projects as requested by the Director of Human Resources or Executive Management, including panel participation, committee work, and performing related personnel assignments.
  • Checking out and tracking temporary badges, ensuring prompt returns, and managing the sign-in/sign-out process.
  • Leading or assisting in the development, facilitation, and/or delivery of training and development programs, and providing back-up for New Employee Orientation presenters.
  • Participating in and being receptive to on-going cross-training in all Human Resource functions.
  • Embracing a generalist approach to Human Resources and teamwork by collaborating with co-workers.
