About The Position

The Human Resources Manager is responsible for providing high-level HR services for Archdiocese of Baltimore parishes and related entities, as assigned. These services include employee relations, recruitment and hiring, job analysis and job description development, performance management, and legal compliance. The HR Manager delivers these services in a collaborative manner, ensuring key stakeholders are engaged and informed in a timely manner.

Requirements

  • Bachelor’s degree in Human Resources or a related field required.
  • The selected candidate must complete the NACPA Human Resources in the Church certificate program within six (6) months of hire.
  • Minimum of three (3) years of experience in a consultative, professional Human Resources role, with a strong emphasis on employee relations and legal compliance.
  • Experience developing and delivering educational presentations on HR topics is required.
  • Demonstrated experience conducting employee relations investigations and developing recommendations to address issues.
  • Proficiency in investigations, mediation, and providing coaching and training.
  • Strong conflict resolution skills and the ability to mediate disputes effectively.
  • Comprehensive knowledge of federal and state employment and labor laws and their practical application.
  • Excellent analytical, problem-solving, and interpersonal skills, with the ability to apply negotiation and dispute resolution techniques.
  • Proficiency in Microsoft Office Suite required.
  • Excellent verbal and written communication skills, including the ability to prepare thorough investigative reports.
  • Ability to maintain confidentiality and handle sensitive information with discretion; capable of remaining tactful, calm, and persuasive in challenging situations.
  • Highly organized, detail-oriented, and able to manage multiple priorities efficiently.

Nice To Haves

  • Knowledge of the Catholic Church and the mission of Catholic education is strongly preferred.
  • Ability to travel to parishes and schools within the Archdiocese of Baltimore, as needed.

Responsibilities

  • Provides guidance and consultation on a broad range of employee relations issues to parish leaders, as well as to relevant vicars or delegates, as needed.
  • Advises on and assists with the consistent application of Archdiocesan HR policies and practices in all pre-employment and employment matters, including those related to the Office of Child and Youth Protection, to support effective management, conflict resolution, and problem-solving.
  • Consults with parish leaders and candidates to address concerns related to professional references.
  • Partners with parish leaders and employees to address performance and conduct concerns. Conducts fact-finding, documents issues, advises on appropriate actions and accountability practices, and supports the implementation of constructive feedback and disciplinary measures.
  • Manages documentation related to performance improvement plans, terminations, and reductions in force. Notifies the appropriate Benefits team member as needed and uploads all documentation to the relevant UKG employee file.
  • Participates in disciplinary, termination, and reduction-in-force meetings with parish leader(s) and affected employee(s), ensuring meetings are conducted respectfully and in a legally compliant manner.
  • Investigates and thoroughly documents harassment, ethics allegations, and violations of Archdiocesan HR policies. Implements corrective actions in collaboration with parish leaders and appropriate vicars or delegates.
  • Advises parish leaders on the practical application of federal and state employment laws. Serves as a backup to the Leave Manager to assist with leave and disability matters, including engaging in and documenting the interactive process for accommodation requests.
  • Supports other Employee Relations Managers as needed, including assisting Catholic Schools.
  • Participates in orientation for new pastors and conducts one-on-one orientation sessions for new Directors of Parish Operations and Business Managers within 60 days of their start date. Develops and delivers training sessions on HR topics, as directed by the Manager and/or Executive Director of Human Resources.
  • Responds to unemployment claims.
  • Completes Employment Verification requests.
  • Performs other duties as assigned.
