Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field (equivalent experience considered).
  • Minimum of 3–5 years of progressive HR generalist experience.
  • Demonstrated hands-on benefits administration experience, including open enrollment coordination, COBRA administration, vendor/broker liaison, invoice reconciliation, and ACA reporting.
  • Direct experience supporting a health plan transition or carrier change.
  • Strong working knowledge of federal and state employment law (Title VII, FMLA, ADA, FLSA, ACA).
  • Excellent written and verbal communication skills, particularly for employee-facing benefits education.
  • Ability to work independently, manage competing priorities, and maintain confidentiality.
  • Valid driver’s license is required.

Nice To Haves

  • Prior HR experience in a government agency, public sector, or nonprofit environment.
  • Familiarity with state/federal grant-funded organizations and related compliance requirements.
  • PHR, SHRM-CP, or equivalent HR certification.
  • Experience standing up a standalone benefits plan or transitioning off a shared benefits structure.

Responsibilities

  • Lead day-to-day administration of the agency’s transition from the current health plan to a standalone plan, including employee enrollment, eligibility tracking, and records maintenance.
  • Coordinate open enrollment, including employee education sessions, enrollment materials, decision-support communications, and deadline management.
  • Serve as the primary liaison to the agency’s benefits broker, carriers, and vendors; manage ongoing vendor relationships and issue resolution.
  • Administer COBRA notifications, elections, and ongoing compliance.
  • Perform monthly benefits invoice reconciliation and coordinate with the agency’s finance staff on payment and reporting.
  • Prepare and submit ACA reporting (Forms 1094-C / 1095-C) and ensure compliance with applicable federal and state requirements.
  • Develop and deliver clear, timely employee communications regarding benefits changes, enrollment windows, and plan details.
  • Coordinate full-cycle recruitment activities, including job postings, applicant tracking, interview coordination, onboarding, and new-hire orientation.
  • Maintain personnel files, records, and required compliance documentation.
  • Partner with supervisors and directors on performance management, employee development, and day-to-day employee relations.
  • Support the administration of personnel policies and assist with policy updates as needed.
  • Assist with payroll coordination in partnership with the agency’s Financial Operations Coordinator.
  • Assist with employee health, safety, wellness, and teambuilding activities.
  • Ensure compliance with all applicable federal and state employment laws, including Title VII.
