About The Position

DSHS OOS Human Resource Consultant 2 - WSH Are you a Human Resource professional who possesses an array of knowledge of Human Resource functions? Join DSHS's Office of the Secretary (OOS) as a Human Resource Consultant 2 located at Western State Hospital and enjoy collaborating with a smooth-running team led by supportive management who want you to succeed and grow. As a Human Resource Consultant 2, you will provide professional-level consultation to administrators, managers, supervisors, and employees on a wide variety of sensitive, complex, and critical human resource subjects including areas of appointments, compensation, benefits, onboarding, reasonable accommodations, layoff/reversion processes, and protected leaves. Please note : We have two positions available - one permanent and one non-permanent. These positions have been approved to work a hybrid schedule based on business needs. An in-office presence will be required and the hybrid schedule will be discussed during the interview process for further insight. Pierce County employees are eligible to receive an Orca Card for transportation needs. Opportunities performed on-site at this work location at least three days a week may be eligible for an additional 5% premium pay in addition to the advertised salary.

Requirements

  • Those with a bachelor's degree with a focus on business, human resources, social or organizational behavioral sciences, or a related field.
  • One year of professional human resource experience.
  • Equivalent education/experience.

Responsibilities

  • Research and apply WAC, RCW, DSHS policies, collective bargaining agreements, and federal laws including FMLA, FCA, and FLSA to advise appointing authorities, managers, supervisors, and employees on classification, compensation, benefits, hiring practices, staff retention, and layoff and reversion processes.
  • Administer protected leave programs by calculating eligibility, advising employees and managers on their rights and responsibilities, and making approval or denial determinations for FMLA and other protected leave entitlements.
  • Review and develop position descriptions for establishments, reallocations, updates, in-training plans, and status changes, then submit completed paperwork to the Classification and Compensation Unit.
  • Support layoff processes by advising management on policy and collective bargaining agreement requirements, coordinating with the Layoff Coordinator, and preparing appointment letters once employee options are selected.
  • Partner with the Classification and Compensation Unit, Labor Relations Unit, Layoff and Reversions Specialist, Reasonable Accommodation Specialist, and Public Records and Discovery Unit to support management across the agency.
  • Support onboarding and offboarding by conducting new employee orientation, verifying Form I-9 and E-Verify documentation, determining insurance eligibility, and maintaining accurate personnel files.
  • Consult on union transfer and bid processes, including SEIU Internal Transfer and WFSE Bid processes, in accordance with respective collective bargaining agreements, and process shared leave requests.
  • Deliver training to individuals and groups on HR topics including protected leave laws, collective bargaining agreements, the layoff process, and position descriptions.
