About The Position

This is a professional personnel position responsible for administering the Workers Compensation, Family Medical Leave Act (FMLA), Family Support Work Program (FSWP), Sick Leave Pool and Sick Leave Transfer Programs established within the Department of Business & Professional Regulation. The incumbent in this position serves as the lead position of the employee relations section. Incumbent in this position is a subject matter expert for workers' compensation, sick leave pool and transfer, and FMLA/FSWP activities to ensure all are processed in accordance with Florida Statutes, Department of Management Services (DMS) Rules and Regulations, and internal agency policies procedures.

Requirements

  • Knowledge of Florida Statutes, Department of Management Services Rules and Regulations pertaining to Attendance and Leave, FMLA, FSWP and Worker’s Compensation.
  • Knowledge of the Americans with Disabilities Act (ADA).
  • Knowledge of the Family Medical Leave Act (FMLA).
  • Knowledge of the Worker’s Compensation (WC).
  • Knowledge of Disciplinary Procedures
  • Knowledge of and ability to use People First Personnel system.
  • Ability to communicate effectively both orally and in writing.
  • Ability to maintain confidentiality of all information obtained in the course of assigned duties.
  • Ability to conduct research and identify essential information.
  • Ability to arrange, prioritize and report on information in a standardized and easily understood format.
  • High school diploma or its equivalent and five years of professional Human Resource Office experience. (Professional work experience will include Employee Relations, Corrective Actions, EAP, Performance Management, FMLA, ADA, and Internal/External grievances).

Responsibilities

  • Serves as an Americans with Disabilities Act (ADA) Coordinator for the agency reviewing and processing all requests. Provides guidance and assistance to other staff in the handling of daily activities related to ensure processes are followed and clear directives are communicated.
  • Administers the agency’s Family Medical Leave Act (FMLA)/ Family Supportive Work Program (FSWP) program. Provides guidance and assistance to other staff in the handling of daily activities related to leave and attendance under the FMLA/FSWP. Meets with departmental employees for consultation to complete paperwork necessary for a leave of absence. Ensures all time is tracked and recorded in People First.
  • Administers the Sick Leave Pool Program. Maintain the SLP membership list and hours. Monitoring the use and leave for each member. Send approval notices of membership acceptance.
  • Functions as Workers' Compensation Coordinator to ensure compliance with the WC Laws. Liaisons with Risk Management, Workers Comp. Provides Services to the Safety Coordinator, Loss Prevention Manager, employees, and supervisors. Works with divisions and supervisors on plans to accommodate returning workers and reduce duration of absence by encouraging and implementing alternate and/or light duty plans.
  • Backup for the Human Resource Analyst/LR (Employee Relations Coordinator).
  • Reviews and analyzes policies and procedures and make recommendation or revisions for policies regarding ADA, FMLA, FSWP, Workers Compensation, the Sick Leave Programs, Discipline, EAP, Performance Management and the Internal and External Grievances for the Department. Consults with the department’s Personnel attorney in the handling of employee disciplinary cases and lawsuits or grievances filed against the department.
