About The Position

This role supports the Ohio Department of Developmental Disabilities (DODD) by providing essential Human Capital Management functions. The Human Capital Management Analyst will play a key role in supporting payroll, benefits, leave administration, training, orientation, employee engagement, and cross-functional HR operations to ensure continuity and effectiveness.

Requirements

  • 2 years of experience in human resources.
  • Completion of an undergraduate core program in human resources, business, or public administration.
  • 1 year of experience as Human Capital Management Associate, 64611.
  • Equivalent of Minimum Class Qualifications for Employment.
  • Knowledge of civil service laws, rules & regulations.
  • Knowledge of agency human resources policies & procedures.
  • Knowledge of employee benefits (e.g., workers compensation, unemployment compensation, social security, disability insurance, public employees' retirement).
  • Knowledge of federal & state laws & rules governing fair employment practice (e.g., ADA, FMLA, EEO).
  • Knowledge of interviewing.
  • Knowledge of public relations.
  • Knowledge of human resources training & development.
  • Knowledge of technical writing.
  • Knowledge of effective oral communication.
  • Skill in operation of personal computer.
  • Ability to define problems, collect data, establish facts, & draw valid conclusions.
  • Ability to calculate fractions, decimals & percentages.
  • Ability to prepare meaningful, concise & accurate reports.
  • Ability to gather, collate & classify information about data, people or things.
  • Ability to handle sensitive inquiries from & contacts with officials & general public.

Responsibilities

  • Assist central office payroll with timesheet review, pay adjustments, and leave auditing.
  • Support employees with benefits enrollment and inquiries related to retirement, workers’ compensation, unemployment, and disability programs.
  • Assist with FMLA, ADA, and other leave programs by reviewing documentation, tracking entitlements, issuing required notices, coordinating return-to-work procedures, and ensuring regulatory compliance.
  • Coordinate new hire orientation and employee training, including scheduling, materials preparation, facilitation, and recordkeeping and scheduling interviews.
  • Conduct follow-up meetings with new or promoted employees.
  • Participate in engagement, recognition, and retention initiatives.
  • Provide cross-trained support across all HR functions—including staffing, benefits, payroll, leave administration, EEO/ADA compliance, and labor relations—to ensure continuity of services and effective HR operations.
