About The Position

Join the Office of Human Resources & Labor Relations team and participate as a valuable team member to help accomplish departmental goals and objectives. This role involves taking ownership of key HR sub-programs, including ePersonnel Actions (ePARs) for employee data management and the benefits HR sub-program for processing, enrollment, and employee assistance with benefits. Additionally, the position is responsible for preparing payroll bi-weekly, which includes critical tasks like verifying payroll information, reviewing timecards in Kronos, coordinating payroll entries in the human capital management system, and serving as the subject matter expert for the Kronos timekeeping system. The role also includes responding to employment verification requests, running reports in Cognos Business Intelligence, participating in new hire onboarding sessions with presentations on payroll and benefits, assisting with pre-hire processing and scheduling interviews, and coordinating agency training and development programs, including random and pre-employment drug testing. Learning and becoming proficient in various HR software systems is also a key aspect of this position.

Requirements

  • 2 years experience in human resources.
  • Completion of undergraduate core program in human resources, business or public administration.
  • 1 year experience as Human Capital Management Associate, 64611.
  • Equivalent of Minimum Class Qualifications for Employment noted above.

Responsibilities

  • Enter and process all entries relating to employees such as hires, leaves, transfers, data changes, and terminations (ePersonnel Actions or ePARs) in the human capital management system.
  • Process employee benefits, enroll employees in benefits, review benefits documentation, explain and distribute benefits information to employees, and assist employees with the self-service module.
  • Prepare payroll on a bi-weekly basis, including reviewing and verifying payroll information, reviewing timecards in Kronos, coordinating payroll entries in the human capital management system, and answering employee questions about payroll and wages.
  • Serve as the subject matter expert for the Kronos timekeeping system.
  • Respond to employment verification requests.
  • Run various reports and gather information in Cognos Business Intelligence.
  • Participate in new hire onboarding sessions and make presentations related to payroll and benefits.
  • Assist senior HR staff with scheduling interviews and pre-hire processing, including drug testing, fingerprinting, pre-hire forms, and reference checking.
  • Coordinate training and development for the agency, track completion of trainings, identify training courses for employees, and further develop the training and development program.
  • Coordinate the agency’s random drug testing and pre-employment drug tests.
  • Learn to use and become proficient in various software systems such as the human capital management system and Kronos.
  • Perform other duties and work on special projects.
