About The Position

The mission of the North Carolina Department of Insurance (DOI) is to promote a stable insurance market through unbiased regulation and to protect the lives and property of every citizen in all 100 counties while fostering superior, user-friendly service, courtesy, and respect. Our agency licenses insurance agents, adjusters, bail bondsmen and more, along with investigating fraud matters involving insurance consumers and any entity or individual regulated by the Department. The Recruitment Coordinator (Anticipated Vacancy) manages full‑cycle hiring and salary administration for DOI, ensuring effective recruitment, equitable salary decisions, and compliance with state and agency policies. The role also serves as backup for assigned HR functions such as classification/compensation, benefits, and training. Additionally, the position provides Workday administration and supports onboarding.

Requirements

  • Associate's degree, typically in Human Resources or relevant field from an appropriately accredited institution and 1 year of experience required; or 2 years of progressive experience in Human Resources; or equivalent combination or education and experience.
  • Strong knowledge of OSHR guidelines, funding sources, salary reserves, competencies, and internal equity.

Responsibilities

  • Manages full‑cycle hiring and salary administration for DOI, ensuring effective recruitment, equitable salary decisions, and compliance with state and agency policies.
  • Serves as backup for assigned HR functions such as classification/compensation, benefits, and training.
  • Provides Workday administration and supports onboarding.
  • Manages the full recruitment lifecycle, including posting positions, screening applicants, identifying highly qualified candidates, coordinating temporary staffing, advising hiring managers, and works along other members of the HR team to ensure all processes meet policy and DOI process requirements.
  • Administers the Workday system and supports managers in effective system use.
  • Administers salary for new hires, requiring strong knowledge of OSHR guidelines, funding sources, salary reserves, competencies, and internal equity.
  • Conducts new employee orientation and manages the full employment timely submission of all documentation.
