About The Position

The HR & Staff Development Manager provides strategic and operational leadership for all human resources functions and workforce development initiatives within the facility. This role ensures regulatory compliance, supports staff engagement and retention, and leads the design, implementation, and sustainment of training and competency programs. The Manager partners with facility leadership to align workforce strategy, staff performance, and organizational culture, ensuring a competent, stable, and high-performing workforce.

Requirements

  • Bachelor’s degree in Human Resources, Healthcare Administration, Business Administration, or related field required
  • 3–5 years of experience in human resources, workforce development, or staff training
  • Experience with onboarding, employee relations, and performance management
  • Experience managing training programs, competency validation, and compliance tracking
  • Strong knowledge of HR practices, employment law, and regulatory compliance
  • Advanced competency in workforce development and training programs
  • Strong communication, organizational, and conflict resolution skills
  • Experience with HRIS systems, LMS platforms, and Microsoft Office Suite
  • Ability to maintain confidentiality and professionalism
  • Strong problem-solving and leadership abilities
  • BLS certification from the American Heart Association or American Red Cross required
  • De-escalation training required within 30 days of hire

Nice To Haves

  • Master’s degree preferred
  • Experience in behavioral health, residential treatment, adolescent healthcare, or psychiatric settings
  • Experience working in multidisciplinary or high-acuity environments
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred
  • Behavioral health or healthcare compliance certifications preferred

Responsibilities

  • Lead full-cycle recruitment including sourcing, interview coordination, selection, and onboarding
  • Ensure onboarding processes support regulatory compliance and staff readiness for independent practice
  • Maintain accurate and audit-ready personnel records, licensure, and employment documentation
  • Serve as a resource for leaders and employees regarding HR policies, workforce processes, and employee relations matters
  • Coordinate HR operations with corporate departments to ensure alignment with organizational standards
  • Support employee engagement, retention, and workforce planning initiatives
  • Oversee all staff development programs, including onboarding, annual mandatory education, and ongoing training
  • Manage Learning Management System (LMS) tracking, reporting, and compliance monitoring
  • Develop competency-based education programs aligned with: Behavioral management and de-escalation, Trauma-informed care, Safety and incident response, Regulatory and accreditation requirements
  • Partner with leadership to identify training needs through audits, incident trends, and performance improvement initiatives
  • Support leadership development and succession planning programs
  • Ensure compliance with employment laws, labor regulations, HIPAA, and healthcare regulatory requirements
  • Oversee personnel file audits, credential tracking, background checks, and performance evaluation compliance
  • Support survey readiness and workforce compliance standards
  • Promote a culture of safety, accountability, and continuous improvement
  • Ensure staff training supports safe therapeutic interactions with adolescent behavioral health patients
  • Monitor workforce metrics including turnover, vacancies, training compliance, and engagement trends
  • Implement data-driven strategies to improve retention, onboarding efficiency, and staff performance
  • Collaborate with facility leadership to align staffing models with operational and financial goals
  • Promote a workforce culture focused on compassionate, trauma-informed, and patient-centered care
  • Reinforce organizational values and expectations for respectful, ethical, and therapeutic interactions
  • Support a safe, structured, and healing residential environment for adolescent patients
