About The Position

The Maryland Department of Emergency Management (MDEM) is seeking a diligent, detail-oriented individual to join their team and contribute to making Maryland a safer place. MDEM's mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland’s communities and partners. As a leader in Emergency Management, MDEM provides expert information, programmatic activities, and leadership in the delivery of financial, technical, and physical resources to shape a resilient Maryland where communities thrive. This position may be required to work in an emergency/disaster capacity, potentially involving 12-hour shifts for extended periods in support of 24-hour consequence management events or disasters, according to assignment within the State Emergency Operations Center (SEOC) and the Consequence Management Operations Plan (CMOP).

Requirements

  • Six years and six months of experience, including two years and six months of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.
  • An additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist.
  • Paraprofessional personnel work experience can substitute for up to four years of the required experience on a year-for-year basis.
  • Possession of a Bachelor's degree from an accredited college or university and two years and six months of professional HR experience can substitute for the required experience.
  • Possession of thirty graduate credit hours from an accredited college or university in HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field can substitute for up to six years of the required experience.
  • U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or specialty codes can substitute for the required experience on a year-for-year basis.
  • Employees are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months of appointment and recertification every six months thereafter.
  • Employees assigned duties requiring the operation of a motor vehicle will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Responsibilities

  • Provide HR and timekeeping support and services for the Mission Support and Disaster Risk Reduction Directorates.
  • Coordinate and process personnel related matters including recruitment, onboarding, timekeeping, retirement, health benefits, leave bank, classification services, and employee relations.
  • Support MDEM programs, projects, and activities related to the overall Department mission.
  • May be tasked to support other related Department programs, projects, and activities, as assigned by the Director of Mission Support, Secretary or Executive Director or their designee.
