About The Position

The HR Manager position oversees and supervises Human Resources professionals while ensuring consistent, compliant, and effective HR operations. This position provides consultative Human Resources guidance and support to agency supervisors and leadership in areas including recruitment and staffing, employee relations, classification and compensation, policy interpretation, and performance management to support agency goals and ensure compliance with applicable laws, regulations, policies, and procedures.

Requirements

  • Seven years of experience, three years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employee relations, or test development and validation or as a generalist.
  • Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and three years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience.
  • Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field for up to six years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.
  • Experience in full-service Human Resources operations, including recruitment and staffing, classification and compensation, employee relations, policy interpretation, and HR process improvement.
  • Experience reviewing and evaluating applications and resumes to determine applicant qualifications and rank candidates for a variety of positions; providing classification and compensation services such as reviewing position description forms, processing reclassification and acting capacity requests, and applying salary guidelines; handling employee relations matters including disciplinary actions, grievances, performance counseling, and administrative hearings; interpreting and applying HR laws, regulations, policies, and procedures to advise employees, supervisors, and management; and analyzing HR-related data to develop recommendations, improve processes, create interview scoring tools, conduct training, and assess operational or fiscal impacts.

Nice To Haves

  • Supervisory and/or leadership experience.
  • Experience with the JobAps recruitment system.
  • Experience with Workday , specifically SPS Workday.
  • Experience with the State of Maryland recruitment process or recruiting within a government agency in accordance with State or Federal guidelines.
  • Proficiency in Microsoft Office and Gmail .

Responsibilities

  • Provides day-to-day supervision, workload coordination, mentoring, quality review, and performance evaluation for assigned HR staff.
  • Serves as a Human Resources Business Partner by providing policy-consistent guidance to supervisors regarding workforce management, employee conduct, performance expectations, and application of HR policies and procedures.
  • Leads assigned Centers of Excellence such as Talent Acquisition, Employee & Labor Relations, Classification & Compensation, Performance Management & Training, or HR Analytics to standardize HR practice, improve documentation quality, and ensure consistent, customer-focused service delivery.
  • Oversees HR Shared Services transactional processing to ensure personnel actions are accurate, timely, and compliant with State Personnel and Pensions law (SPP), COMAR, Federal employment law, DBM policy, and applicable MOUs.
  • Assists with grievance coordination, documentation review, investigation support, and internal case preparation to ensure fair and consistent employee-relations practices.
  • Supports workforce planning, organizational development initiatives, and the consistent interpretation and application of HR policy to promote equitable and strategic personnel decision-making.
  • Develops HR staff capability through coaching, training, professional development planning, and assignment of work that strengthens technical and consultative skills.
