We are looking for Human Resources Director to join our Team! The Human Resources Director will provide support and assistance to the President/CEO and Management Team by assuring effective and efficient human resources services systems are in place. Specific areas of oversight include benefit and compensation program development and administration, leave administration, labor and employee relations, recruitment, contract administration, policy and procedure development and implementation, legal compliance and supervisory training and organizational development. The HR Director and his/her/their team also serve as a resource to clinic and program managers and staff members. As a member of the Management Team, the Human Resources Director will share in providing leadership for all agency activities. That means partnering with the CEO and other Management Team members to make sure that the agency mission and vision is fulfilled, and goals and objectives are met. This requires a focus at all times on promoting high quality Patient services and excellent customer service.

Requirements

  • Bachelor’s degree human resources, business, healthcare administration, or related field.
  • Eight to ten years of progressively responsible experience in human resources management.
  • At least two years of experience in a HR leadership role.
  • Supervisory experience required.

  • Master’s degree in human resources, business, healthcare administration or related field.
  • Demonstrated ability to provide leadership for diversity, equity, inclusion and belonging efforts within an organization.
  • SPHR certification or similar HR certification.
  • Experience in a non-profit setting.
  • Experience with collective bargaining agreement administration and union bargaining experience.
  • Bilingual capacity.
  • Community health experience.

Responsibilities

  • Collaborates with management team to develop and implement organization's goals and strategy related to human resources functional areas.
  • Provides guidance and leadership to the human resources team.
  • Supports the development and implementation of diversity, equity, inclusion and belonging initiatives in support of CHC’s mission.
  • As delegated by the CEO provides support to the Board Personnel Committee.
  • Manages labor relations function including but not limited to being a management representative in contract negotiations, labor management committee and manages grievance process.
  • Responsible for union contract administration and interpretation
  • Conducts internal investigations, writes reports/ recommendations and action plans for implementation and follow up.
  • Ensures clear and consistent communication regarding policies and practices and promotes positive, constructive employee relations.
  • Serves as resource for supervisory staff with coaching, counseling, and mentorship, including assuring there is a robust supervisors training process.
  • Oversees performance management system.
  • Oversees employee engagement surveys, action planning and implementation of new systems as needed.
  • Oversees full recruitment function from position creation to new team member onboarding. This includes oversight of the temporary staffing agency placements and relationships.
  • Partners with directors, HR team members and/or supervisors to determine short, intermediate and long-range staffing needs.
  • Oversee the preparation of HR Department for various audits (HRSA, etc.)
  • Manages compensation, benefit and leave programs including the job evaluation process and salary structure, monitoring competitive pay practices and determining appropriate pay ranges.
  • Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies human resources policies, standards and practices to maintain compliance. This includes ensuring all HR reporting is done (i.e. EEO-1, OSHA 300, etc.).
  • Develops and implements departmental budget.
  • Works in conjunction with the QI staff to fulfill the organization’s Risk Management Program.
  • Participates in quality improvement projects as assigned.
  • Performs other duties as required.
