About The Position

Under the supervision of the Director of Real Estate Housing Development, the project manager will oversee the activities and deliverables to develop new economic development efforts. This position will assist in the implementation of Acacia’s development strategic plan and provide leadership in identifying potential new business opportunities, new development projects, project management, and securing funding from the city, state, federal and private sources. The Project Manager works closely with the Director of Affordable Housing Development and other senior level teammates to ensure the housing portfolio is aligned with the integrated health and human services the Network provides to the community. This position emphasizes strategic, economic and finance aspects of development, and requires a high level of skills in business planning, financial structuring and negotiating key partnership relationships. Travel to different development sites will be required.

Requirements

  • Bachelor's degree required - master’s in real estate, Management, Finance or Urban Planning or equivalent preferred.
  • At least eight (5) years of affordable and /or market rate housing development experience, two or more in a supervisory capacity.
  • Project management certification preferred.
  • Experience in managing real estate projects through the entire development process (initial feasibility analysis, design development, financial structuring, contractor selection, financial transaction closing, construction, and lease-up).
  • Strong project management skills.
  • Strong writing and quantitative skills.
  • Strong organizational skills.
  • Experience with Low Income Housing Tax Credits and various public / private development funding sources.
  • Transactional closing experience.
  • Familiarity with NYC Zoning Resolution, NYC, NYS, and Federal financing programs.

Responsibilities

  • Works closely with the Director of Housing Development, funders, investors, community partners and stakeholders to implement the Housing Division Strategy and goals.
  • Assist in identifying new business opportunities including potential new sites for acquisition and rehabilitation and new construction in order to maintain an active and healthy pipeline of new and expansion affordable and real estate projects.
  • Assist in the management of the development of pipeline of affordable and market rate real estate projects, including feasibility studies, market studies, financing, construction and placed in service requirements.
  • Prepares funding applications such as of a city and state Requests for Proposals (RFPs), Requests for Qualifications (RFQs), private lending proposals and applications for various capital funding sources- including 4% tax exempt bonds, 9% Low Income Housing Tax Credits (LIHTCs), construction lenders, HUD, HPD and other public and private lenders, investors and funders.
  • Interact with financing and planning/development agencies, including New York City’s Departments of Housing Preservation & Development (HPD), City Planning (DCP), Buildings (DOB), the NYC Housing Development Corporation (HDC), and the NYC Economic Development Corporation (EDC), New York State Housing and Community Renewal (HCR) and the U.S. Department of Housing and Urban Development (HUD).
  • In collaboration with the Director of Housing Development manages Real Estate closing processes on various transactions.
  • Develop and revise budgets and pro forma as needed.
  • Create and maintain project development budgets and timelines.
  • Prepare and submit periodic requisitions to pre-development and project funders.
  • Maintain relationships with development partners, syndicators and lenders.
  • Assist the Legal Team in the review of contracts, leases and other agreements with public and private funders, lenders, third party consultants and others.
  • Assist accounting staff in maintaining development and project accounts, and during annual audits.
  • Stay up to date with housing trends at a local and national level, including best practices for community development, age in place, active living and healthy community initiatives.
  • Manage various special projects as required.
  • Prepare business plans, financial analysis, financial transaction structuring.
  • Negotiate terms and conditions on real estate and business transactions.
