Housing Program Coordinator

State of Vermont•Calais, VT

About The Position

The Vermont Department of Housing and Community Development is seeking a Housing Program Coordinator with experience in housing program management and grants management; experience with manufactured housing or mobile home parks is preferred. The position supports State housing programs, particularly the Manufactured Home Improvement and Repair Program (MHIR), and the Mobile Home Park Registry. The coordinator leads and performs programmatic duties for MHIR, including preparing annual grant agreements, reviewing program grants, resolving programmatic issues, and occasionally providing direct technical assistance to resident or park owner grantees. Administrative duties support the lot-rent-increase database, annual mobile home park registration, and the tri-annual report to the legislature. This work includes helping park owners complete registry forms, entering and verifying data, and collecting registration fees. The coordinator also gathers information and participates in working-group meetings with State agencies, advocates, and local officials to address specific park issues. Working closely with the Housing Program Administrator and other policy and program staff, the coordinator analyzes program design and proposes updates across manufactured home community programs. Related duties are performed as required. The position supports a growing portfolio of manufactured home community programs amid economic changes, increasing park sales and closures, and greater attention to manufactured housing as an affordable homeownership opportunity. Work is generally performed in an office and in field settings, including meetings with government officials, mobile home park residents, and housing developers. Park sale and closing meetings may require in-state travel and evening or weekend hours. Urgent deadlines and interactions with people holding conflicting opinions are expected. Private transportation is required when a State-owned vehicle is unavailable.
