About The Position

The Housing Stability Program Coordinator provides direct staff management and program coordination for four housing programs: Multnomah Stability Initiatives (MSI), Short Term Rental Assistance (STRA), Mobile Housing Team (MHT), and Emergency Housing Voucher (EHV). The coordinator leads staff and is responsible for program operations, quality client outcomes, timely completion of funder-required reports, budget and spending monitoring, and staff supervision. The role supports the program manager in meeting IRCO Program Management Standards and continuous program improvement, and leads strategic planning for housing and supportive services. The position supervises staff across the four programs, including hiring, performance evaluations, wage setting, coaching and course correction, documentation, and disciplinary action when needed, subject to the stated Department Manager approval for supervisory responsibilities. The coordinator reviews case files, timesheets, PTO requests, and client-support payment requests; monitors budgets and contracts; and ensures fiscal records and reports are completed on time. The role also coordinates and updates data in IRCO’s Referrals App and Multnomah County’s HMIS system. The coordinator works with staff, landlords, and clients as needed to monitor program outcomes and apply continuous quality improvement practices. Secondary duties include helping with participant housing and retention, locating housing resources, making referrals, and supporting housing staff in their daily work. This is a limited-duration position from November 1 through December 24, based at IRCO’s Asian Family Center in Portland with a hybrid schedule.
