About The Position

This is a National Guard Title 32 Excepted Service position for a Housing Management Assistant, Position Description Number D0604000, within the Georgia Garrison Training Center, Fort Stewart, Georgia. This is a full-time, Excepted Permanent, dual status position that requires Georgia Army National Guard Membership. The area of consideration is for current on-board Technicians in the Georgia Army National Guard.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Selectee will be required to wear the military uniform.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Federal employment suitability as determined by a background investigation.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of housing management methods, practices and operating techniques. Experience communicating information both verbally and in writing, and the ability to meet and deal with individuals and groups.
  • SPECIALIZED EXPERIENCE: Must have at least 18 months experience, education or training in billeting management procedures and general business practices related to management of housing facilities. Experience in managing and controlling budgets, materials, manpower needs, contracts, and other viable resources. Experience developing recommendations and planning documents containing justification for housing resources. Experience using automated systems to update, retrieve and analyze data.

  • If you are using Education to qualify for this position: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to the type of work of the position. You must provide transcripts or other documentation to support your Educational claims. Responsibilities

  • Assigns troop buildings, furnishings, and equipment in the cantonment area considering factors such as unit size, troop numbers, unit type, serviceability, and availability of building space, while aiming for maximum utilization of space and maintaining unit integrity.
  • Schedules pre-occupancy and termination inspections.
  • Supervises the issue and turn-in of buildings, including conducting joint tenant-management inspections to provide tenant directives and instructions.
  • Evaluates the cleanliness, maintenance, and habitability of quarters and verifies inventory of furnishings and equipment issued.
  • Manages a warehousing operation responsible for receiving, storing, and issuing furnishings and equipment; equipping troop buildings; maintaining an adequate supply of furnishings and equipment; and maintaining property inventory for the housing division.
  • Assigns work and reviews the results of work performed by subordinates.
  • Interviews personnel and makes selections or recommendations for hiring.
  • Ensures that all training needs are met and required cross-training is accomplished.
  • Establishes performance standards and completes or reviews employee performance evaluations for subordinates.
  • Determines overall leave schedules and is responsible for personnel accountability.
  • Initiates personnel actions for filling positions, reassignments, promotions, and job structure changes.
  • Counsels employees, adjusts informal complaints and grievances through discussion with employees and union representatives, and initiates disciplinary actions as needed.
  • Ensures employees observe regulations and rules regarding housekeeping, conduct, and safety.
  • Coordinates the operation, maintenance, and utilization of troop buildings with other organizations at the training site.
  • Ensures efficient and timely housing services, maintenance, alteration, minor construction, painting, and repairs.
  • Directs the billeting program for VIP housing and bachelor and transient-type quarters.
  • Oversees the issuance of certificates of non-availability and the collection and maintenance of records for costs associated with laundering linen, maid service, and other services for bachelor accommodations.
  • Formulates and reviews standing operating procedures for the issuance and inspection of buildings and furnishings.
  • Performs other duties as assigned.
