Home Start Program Analyst (Program Analyst 3)
About The Position
This is a limited duration position scheduled to end June 30, 2027, with the possibility of being extended or made permanent based on Agency need and budget approval. Limited duration appointments are full benefits eligible and have a designated maximum length of service. Current state employees may be eligible for a job rotation. The Department of Administrative Services (DAS) supports Oregon’s state government by providing centralized operational, administrative, and infrastructure services. Within DAS, the Enterprise Asset Management Division manages real and personal property for agencies statewide, ensuring responsible, cost‑effective stewardship. We are hiring a Home Start Program Analyst to help launch and shape the newly created Home Start Lands Program—an innovative statewide initiative established by the Legislature in 2025 to transform underutilized public land into affordable housing. The program provides tools such as tax exemptions, grants, loans, land exchanges, and streamlined processes to make affordable housing development more accessible and effective.
Requirements
- A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a related degree (planning, law and/or real estate); and four years experience coordinating or administering a program related to the list below.
- Any combination of experience or education equivalent to seven years coordinating or administering a program related to the list below.
- Experience in real estate, land use, affordable housing.
- Experience working with government programs or projects.
- Experience coordinating projects, reviewing site information, or supporting development or planning activities.
- Education in planning, law and/or real estate.

- Demonstrated experience managing complex projects with tight timelines, shifting priorities, and multiple partners.
- Proven skill in negotiation and consensus‑building to resolve issues and align diverse partners toward shared goals.
- Experience in interpreting and applying laws, administrative rules, policies, or regulatory requirements as part of program or project decisions, including the ability to draft Oregon Administrative Rules (OARs) and policies.
- Strong communication and writing skills, including the ability to prepare clear policy guidance, program documents, and rule language.
- Strategic and proactive problem‑solving skills, including the ability to identify risks, anticipate challenges, and recommend program or process improvements.
- Proficiency is software platforms such as Excel, Word, Adobe Acrobat, and Outlook, or demonstrated ability to quickly learn new software tools.
Responsibilities
- Help launch and shape the Home Start Lands Program by developing key policies, procedures, and guidance materials.
- Identify and evaluate underutilized state‑owned land for potential affordable housing development.
- Partner with state agencies and local governments to assess feasibility, site conditions, and redevelopment opportunities.
- Manage core program transactions, including developer selection, negotiations, and oversight of due diligence.
- Ensure compliance with program standards, statutes, and long‑term affordability requirements.
- Support ongoing monitoring of projects to confirm land use approvals and affordability commitments are met.
