About The Position

The Texas Department of State Health Services (DSHS), Birth Defects Epidemiology and Surveillance Branch (BDESB), is seeking a temporary Developer/Programmer Analyst III to provide needs assessment, programming automation, and system integration for electronic case reporting (eCR), data interoperability, and modernization activities for the Texas Birth Defects Registry (TBIRDS). The position will evaluate business requirements for eICR ingestion into TBIRDS and auto-population of selected fields to expedite record abstraction. It will also lead automation projects, including clinical case-review workflows, and build dashboards related to eCR implementation and data modernization. The role primarily supports development of automated processes to extract, validate, and use data from electronic initial case reports (eICRs). The contractor will work with BDESB program, epidemiology, and technical staff to identify, document, and develop programming solutions. These solutions are intended to reduce manual data review, improve eCR data usability, and support interoperability and automation of electronic health data within existing surveillance systems and workflows. The position is based in Austin, Texas, and requires candidates to already reside in Texas and be local to the Austin area within a 50-mile radius. The work arrangement is four days remote and one day onsite at the Austin location, subject to change by the hiring team. The stated duration is five months.

Requirements

  • Experience developing, testing, maintaining, and troubleshooting scripts in SAS, Python, R, or a similar programming language.
  • Experience with system integration, dashboard creation, and automation to improve interoperability workflows.
  • Experience working with structured or semi-structured health, public health, or other complex administrative data, and knowledge of databases and database querying.
  • Ability to develop reports documenting system requirements, identify programmatic and business needs, and translate them into technical solutions.
  • Experience testing and validating automated data-integration solutions.
  • Ability to document code and technical specifications to improve workflows and procedures.
  • Strong analytical and problem-solving skills.
  • Ability to communicate technical concepts to technical and nontechnical staff and collaborate with other staff.
  • Must already reside in Texas and be local to the Austin area within a 50-mile radius.
  • Able to work four days remotely and one day onsite in Austin; the schedule may change as directed by the hiring team.

Nice To Haves

  • Experience with electronic case reporting (eCR/eICR), electronic health records, or health information exchange.
  • Experience with healthcare interoperability standards such as HL7, XML, or FHIR, and SNOMED CT or other clinical terminology standards.
  • Experience with SQL and relational databases, public health surveillance systems or registries, data linkage and matching, and automated data pipelines or ETL processes.

Responsibilities

  • Conduct a needs assessment to determine the steps required for TBIRDS to ingest eICRs and auto-populate selected data fields.
  • Document programming scripts, workflows, validation procedures, developed solutions, and other integration-specific information to support sustainability and future maintenance.
  • Develop a report or system requirements document describing functions and workflows needed for TBIRDS interoperability.
  • Develop, test, document, and maintain SAS, Python, R, or other statistical software programs for branch processes, including dashboards.
  • Automate and integrate relevant eICR data into TBIRDS to expedite processes such as case triage for clinical review and data ingestion.
  • Test and validate automated workflows, standardization, linkage, and processing methods for accuracy, completeness, and reliability.
  • Troubleshoot identified issues and refine programming solutions.
  • Support incorporation of electronic health data into existing TBDR workflows and assist with planning and needs assessment for eICR integration and other interoperability initiatives.
  • Collaborate with BDESB staff and technical partners to identify data and system requirements, document technical processes, identify limitations, and develop recommendations for future interoperability projects.
