About The Position

The Healthcare Data Integration Developer will assess and document business and technical requirements for electronic initial case report (eICR) ingestion into the Texas Birth Defects Registry (TBIRDS), including automation to populate selected fields and expedite record abstraction. The role supports projects that automate branch processes, such as clinical case review, and develops dashboards related to eCR implementation and data modernization. The position primarily develops automated processes to extract, validate, and use eICR data. The developer will collaborate with BDESB program, epidemiology, and technical staff to identify and document programming solutions. These solutions are intended to reduce manual data review, improve eCR data usability, and support interoperability and automation of electronic health data in existing surveillance systems and workflows.

Requirements

  • At least 8 years of experience developing, testing, maintaining, and troubleshooting SAS, Python, R, or similar programming scripts.
  • At least 8 years of experience with system integration, dashboard creation, and automation for improved interoperability workflows.
  • At least 8 years of experience working with structured or semi-structured health, public health, or complex administrative data, and knowledge of databases and database querying.
  • At least 8 years of experience developing reports that document system requirements, identify programmatic and business needs, and translate them into technical solutions.
  • At least 8 years of experience testing and validating automated data-integration solutions.
  • At least 8 years of experience documenting code and technical specifications for improved workflows and procedures.
  • Strong analytical and problem-solving skills.
  • Ability to communicate technical concepts to technical and nontechnical staff.
  • Ability to work collaboratively with other staff.

Nice To Haves

  • At least 2 years of experience with electronic case reporting (eCR/eICR), Electronic Health Records, or Health Information Exchange.
  • At least 2 years of experience with healthcare interoperability standards such as HL7, XML, or FHIR, and SNOMED CT or other clinical terminology standards.
  • At least 2 years of experience with SQL and relational databases, public health surveillance systems or registries, data linkage and matching, and development of automated data pipelines or ETL processes.

Responsibilities

  • Conduct a needs assessment to identify steps required for TBIRDS to ingest eICRs and auto-populate selected data fields.
  • Maintain documentation of programming scripts, workflows, validation procedures, developed solutions, and other integration-specific information.
  • Develop a report or system requirements document describing the functions and workflows needed for TBIRDS interoperability.
  • Develop, test, document, and maintain SAS, Python, R, or other statistical software programs for branch processes, including dashboards.
  • Automate and integrate relevant eICR data into TBIRDS to expedite processes such as case triage for clinical review and data ingestion.
  • Test and validate automated workflows, standardization, linkage, and processing methods for accuracy, completeness, and reliability.
  • Troubleshoot issues and refine programming solutions.
  • Support incorporation of electronic health data into existing TBDR workflows and assist with needs assessment and planning for eICR integration and other interoperability initiatives.
  • Collaborate with BDESB staff and technical partners to identify system and data requirements, document technical processes, identify limitations, and recommend future interoperability projects.
