About The Position

This position serves as a Program Manager and subject matter expert within the VA Research and Development Service, providing comprehensive oversight and administration of research regulatory programs and committees. The primary focus of the position is to ensure the integrity, compliance, and effective administration of VA research activities involving human subjects.

Requirements

  • Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
  • Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
  • Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
  • GS-09 Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Reviewing research activities for compliance; analyzing research program issues and recommending solutions; reviewing research protocols or documentation for regulatory requirements; providing guidance to research staff on established policies and procedures; and supporting regulatory or compliance activities involving human subjects.
  • GS-11 Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Knowledge, skills, and abilities to successfully perform the duties of a Health System Specialist - Research Committee Manager and provided you with knowledge of the full scope of activities required to conduct single and multisite research in the areas of human subject protection policy compliance.
  • Specialized experience includes progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.
  • Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (a) Missions, organizations, programs, and requirements of health care delivery systems; (b) Regulations and standards of various regulatory and credentialing groups; (c) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel and procurement; and knowledge of cognitive engineering, human factors engineering, human-computer interaction, or related fields.

Responsibilities

  • Manages research regulatory programs involving human subjects.
  • Oversees protocol reviews conducted through Institutional Review Board.
  • Monitors research activities for compliance with Federal, State, VA, institutional, and funding-agency requirements.
  • Advises research leadership on regulations and policies governing human subject.
  • Maintains accreditation and registration requirements for human research protection program.
  • Conducts post-approval monitoring of research studies to determine continued compliance with approved protocols and regulatory requirements.
  • Educates investigators, research coordinators, and committee members on research regulatory requirements and institutional procedures.
  • Evaluates research program deficiencies to identify areas of noncompliance and recommends opportunities for process improvement.
